Job summary

TOTE Services in Philadelphia is seeking an Engineering and Deliverables Manager to lead technical support across a new construction shipbuilding program, including proposal development, design, construction, and warranty phases.

The role reports to a VCM Program Manager and serves as the primary technical resource for government shipbuilding programs, ensuring compliance with regulations and contract documents while delivering high-quality engineering products and manuals.

Qualifications

• Excellent organizational skills and attention to detail.
• Excellent oral and written communication skills.
• Proficient in Microsoft Office Suite and SharePoint.
• Proficient in ABS NS-E.
• Must be able to read and comprehend government contracts and other legal agreements.
• Competent with regulatory requirements to support Domestic and International compliance with the applicable Rules.
• Ability to work independently and under limited supervision.
• 5+ years of new construction shipbuilding experience.

Responsibilities

• Provide technical and contract support to promote adherence to cost, schedule, and performance objectives.
• Develop and maintain relationships with ABS, USCG, and shipyard to verify technical compliance.
• Coordinate submittal and resolution of all technical comments against engineering plans and documents.
• Evaluate proposed design changes and support the engineering change process.
• Verify compliance with performance requirements and support certification of these requirements.
• Monitor ship lightship weight and impact on stability and deadweight objectives.
• Guide and supervise the ILS Specialist in developing logistics products and vessel manuals.
• Develop ship-specific plans and documents such as SMS, environmental and security plans.
• Oversee technical consultants and coordinate shipyard visits and reviews.
• Support customer cybersecurity goals and Authority to Operate readiness.
• Develop metrics and report status to the customer.
• Attend dockside testing and sea trials and support warranty processes.
