Job summary

TOTE Services in Philadelphia, PA seeks an Engineering and Deliverables Manager to oversee technical support across the lifecycle of a new construction shipbuilding program, including bid development, start-up, design, construction, and warranty. You will lead deliverables and ensure compliance with ABS/USCG regulations, coordinating with stakeholders and shipyards.

Qualifications

• Excellent organizational skills and attention to detail.
• Excellent oral and written communication skills.
• Proficient in the Microsoft Office Suite and SharePoint.
• Proficient in ABS NS-E.
• Must be able to read and comprehend government contracts and other legal agreements.
• Competent with regulatory requirements to support Domestic and International compliance with the applicable Rules.
• Ability to work independently and under limited supervision.
• 5+ years of new construction shipbuilding experience.

Responsibilities

• Provide technical and contract support to promote adherence to cost, schedule, and performance objectives.
• Develop and maintain close relationships with key stakeholders (ABS, USCG, shipyard) to verify technical compliance.
• Promote safety culture and support continuous improvement.
• Contribute to technical proposals, execution strategies, and subcontractor relationships.
• Coordinate timely submission of key VCM deliverables with advanced planning and resources.
• Manage plan review process and resolution of technical comments on engineering plans and documents.
• Provide technical evaluation of proposed design changes and support engineering change documentation.
• Verify compliance with performance specifications and assist PM with certifications.
• Monitor vessel lightship weight and impacts on stability and deadweight.
• Guide ILS Specialist in developing ship logistics products and operating manuals.
• Support development of ship plans/documents (SMS, environmental plan, security plan).
• Coordinate shipyard visits, review technical reports, and resolve subcontractor issues.
• Support customer cybersecurity goals and ensure IT/OT systems achieve ATO at Delivery.
• Develop metrics and report status to the customer.
• Prepare briefing materials for program updates in meetings.
• Attend dockside testing and sea trials as needed.
• Support the warranty process after vessel delivery.
