911 Communications Shift Supervisor

Lyon County Emergency Communications Center is seeking a 911 Communications Shift Supervisor. This full-time, non-exempt position is responsible for managing shifts and performing Communications Officer (dispatch) duties. The Shift Supervisor acts as a crucial link between the public and emergency services while leading, overseeing, and training the Communications team. This position is eligible for full-time benefits including health/dental/vision insurance as well as paid time off. This position may be required to work weekends, nights, and/or holidays. Three years of emergency communications experience is required and at least one year of supervisory experience is preferred. Salary starts at $27.00 to $30.00 per hour, depending on experience.

JOB DESCRIPTION:
  1. JOB SUMMARY: This non-exempt, grade 6 position is crucial as the primary link between the public and emergency services. Communications Shift Supervisors manage shifts and perform Communications Officer duties. As a Communications Officer, you handle emergency and administrative requests, triage situations, and coordinate responses while ensuring safety. Additional duties include leading, overseeing, and training the Communications Officer team.

  3. The employee in this position must accept the responsibility to support and promote this organization's mission and comply with its directives.
  4. This is a responsible, skilled position with some administrative duties directly concerned with the development and supervision of the following Communications activities:
  5. Supervision and control of the Communications Center
  6. Frontline Communications Officer tasks
  7. Quality Assurance of call handling, data entry, and other work performed during shifts and addressing issues as they arise
  8. Ensure NG911 and communications systems are in working order
  9. Enforcement of Center and County policies and procedures
  10. Compliance with EMD/EFD protocols as written by the IAED
  11. Serving as a liaison between frontline staff and partner agencies
  12. Keeping the administration apprised of critical issues within the center
  13. Maintain records in accordance with federal, state, and local regulations
  14. EXPECTATIONS:
  15. Executing the successful management of the shift that they are assigned
  16. Supervises and directs all assigned staff in their span of control in daily activities including but not limited to, radio traffic, call taking, technology review and assessment, as well as any other information processing
  17. Handling any concerns or conflicts between staff members
  18. Documents absences and ensure appropriate shift coverage for shifts that they are assigned
  19. Establishes and assigns workloads as needed and oversees completion of that work
  20. Ensures that all call entry into Flex CAD is complete and accurate, and that the shift-to-shift briefing has occurred
  21. Processes employee concerns or disciplines as appropriate. Refers all major disciplinary issues to the Deputy Director or Director for handling and recommends possible action.
  22. Documenting any coaching, or correction that has taken place on shift
  23. Performing evaluations yearly for staff in their span of control in a prompt and unbiased manner
  24. Ensuring daily/week shift management workload is complete and accurate
  25. Coaching and training of center staff as needed
  26. To process time off requests to completion, in a timely and fair manner.
  27. Being the information liaison between the staff and the administration
  28. Shift supervisors attend all Supervisory Meetings and disseminate information to all staff assigned to their span of control preferably face to face.
  29. Keep the information flow to staff and to the administration as constant as possible.
  30. Advising the administration, or other partners (IT, Command Staff, Maintenance) of issues with communication center equipment immediately
  31. Effectively maintain and grow the Communications Center
  32. Work to identify training gaps in current staff and assist in coaching or identifying training solutions
  33. Develop a plan for personal self-development and work with administration to achieve those goals
  34. Assigning or executing cleaning of the center as needed
  35. Conducting maintenance of the equipment, both scheduled and unscheduled or contacting appropriate personnel when required
  36. Foster a positive relationship with staff, agencies we serve, and the public
  37. Continually seek ways to engage staff, boost morale, and connect with center staff
  38. MARGINAL FUNCTIONS:
  39. Documentation of various forms
  40. Situational awareness of incidents handled around the room, throughout the county and in neighboring jurisdictions
  41. Other related work as required or directed
  42. QUALIFICATIONS
  43. Experience: Three years minimum public safety emergency communication experience is required. A shift supervisor is expected to demonstrate the necessary skills to perform the job within 90 days of hire. One year of supervisory experience is preferred.
  44. Education: High School diploma or GED required. Requires receiving at least fifteen hours of continuing education annually to maintain proficiency and certification. Must maintain NCIC and EMD certifications.
  45. Skills: Must have a high level of problem solving and decision-making skills. Must have a high level of people skills and the ability to manage under stressful situations.
  46. Supervision: Employees in this position are required to provide direct supervision to any staff under their span of control. They will be supported and directed by the administration.
  47. Special Requirements: Because of the confidential, sensitive nature of information processed and Criminal Justice Information Systems regulations, this individual must be able to pass a background investigation and polygraph examination. Felony criminal history will automatically disqualify or terminate employment.
