Carteret County Government is seeking 911 Telecommunicator Assistant Shift Supervisors to join the Emergency Services team. Must have Emergency Telecommunicator experience to be considered. Internal applicants will be given preference.

Hiring range is $56,173.55 - $61,790.91.

General Statement of Duties

Performs difficult, technical work on an assigned shift overseeing and participating in dispatching law enforcement, fire, emergency medical service and non-emergency calls for service while serving as the Supervisor on Duty in the absence of the Supervisor.

Distinguishing Features of the Class

An employee in this class serves as the Assistant Shift Supervisor and is tasked with utilizing enhanced, specialized telephone equipment, specialized computer operating systems, and two-way radio systems. This employee works on an assigned shift which will routinely include nights, weekends and holidays. Technical and time sensitive, precision based work involves receiving incoming calls associated with law enforcement, emergency medical services, fire, emergency management, other public safety programs and support services, providing transmittal of emergency messages which often involves difficult emergency situations affecting life safety, well-being, and property conservation. Employees will receive and categorize requests for emergency medical, fire and police services and provide pre-arrival and/or post-dispatch instructions based upon established guidelines. Employees are assigned to various shifts in order to guarantee ample continuous coverage, to receive calls and dispatch appropriate personnel in accordance with established procedures, guidelines and laws. Work is performed under the direct supervision of the Telecommunications Shift Supervisor and is regularly evaluated in terms of adherence to departmental policies and procedures and by accuracy and effectiveness of dispatching. Additionally, this employee is required to fulfill the duties of the Telecommunications Shift Supervisor in their absence.

Duties and Responsibilities
  • Operates a computer terminal; transmits and receives information via Department of Criminal Information (DCI) and National Crime Information Center (NCIC) networks; enters medical, fire and law enforcement calls into computer aided dispatch system.
  • Operates emergency communication system; answers all emergency and non-emergency calls; receives complaints and requests for service; obtains necessary information and dispatches medical, fire and law enforcement personnel and/or advises callers of proper contact for assistance or information.
  • Monitors and operates TDD/TTY telecommunications equipment to communicate with hearing and speech-impaired callers.
  • Monitors radio channels for medical, fire and law enforcement agencies; maintains radio contact with dispatched personnel; provides pre-arrival and post-dispatch instructions.
  • Informs emergency response personnel, local hospitals, rest homes, nursing homes and county departments of severe weather warnings provided by National Weather Service and other agencies.
  • Receives home and business emergency alarms from third-party alarm companies, receives notices and requests for assistance from telematics call centers (TCC).
  • Correctly and promptly determine the location of wireless callers or parties relaying Global Positioning Systems (GPS) or other geographical information.
  • Utilizes an Emergency Medical, Fire and Police Dispatch protocol program to categorize and prioritize emergency medical calls and provide pre-arrival instructions.
  • Assists in the supervision and evaluation of other staff members assigned.
  • Assists in the training and evaluation of new employees.
  • Works with the Shift Supervisor to evaluate the performance of the shift and implement training as needed.
  • Troubleshoots or repairs problems with the technology systems of the division.
  • Assists Supervisor in monitoring subordinates radio responses, backing them up as needed; monitors phone etiquette, making sure that they follow proper format for PROQA; monitors their data entry for detailed notes in the CAD system.
  • Responsible for trainee Daily Observation Reports when tasked as the shift trainer.
  • Shift supervisor duties may include guiding and directing the work of subordinate telecommunicators, scheduling shift coverage, and handling immediate disciplinary and coaching situations as needed.
  • Tasked with training new employees.
  • Other duties as assigned by the chain of command.
Additional Job Duties
  • Position is subject to emergency call back and extended work hours to guarantee ample, continuous coverage as well as staging of personnel during periods of disaster.
  • Performs related duties as required.
Knowledge, Skills and Abilities
  • Thorough knowledge of the methods of operating the communication system; general knowledge of radio and teletype procedures.
  • Thorough knowledge of the geography of the County and location of important buildings.
  • General knowledge of law enforcement forms, terminology and records.
  • General knowledge of departmental programs, policies and procedures.
  • Ability to make arithmetic computations using whole numbers, fractions and decimals.
  • Ability to compute rates, ratios and percentages.
  • Ability to maintain required certifications.
  • Ability to respond to work during emergency situations or inclement weather.
  • Ability to perform a considerable volume of detailed work.
  • Ability to type accurately at a rate of at least 35 words per minute.
  • Ability to speak distinctly.
  • Ability to deal with the public under stressful conditions and remain calm.
  • Must deal with subordinate telecommunicators objectively with tact.
  • Ability to follow, both oral and written directions.
  • Ability to operate standard office equipment and personal computers including some knowledge of applicable software packages.
  • Ability to establish and maintain effective working relationships with associates and the general public.
  • Ability to assist in the training and supervision of others and serve in the capacity of Acting Shift Supervisor in his or her absence.
Physical Requirements
  • Work requires the occasional exertion of up to 10 pounds of force.
  • Work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires standing and.
  • Work has standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and to make fine distinctions in sound.
  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
  • Work has limited exposure to environmental conditions.
  • Work is generally in a moderately noisy location (e.g. business office, light traffic).
Desirable Experience and Education

Graduation from high school and experience in communications, dispatching or other public contact work, or an equivalent combination of education and experience.

Special Requirements
  • Possession of a valid North Carolina driver’s license upon hire.
  • Must be 18 years of age at time of initial employment date.
  • Must be a US Citizen.
  • No felony convictions. No Class B or greater misdemeanor convictions with the last 10 years.
  • Obtain Emergency Medical Dispatch Certification within six months of employment.
  • Obtain Emergency Police Dispatch Certification within six months of employment.
  • Obtain Fire Dispatch Certification within six months of employment.
  • Obtain CPR Certification within six months of employment.
  • Obtain N.C. Division of Criminal Information Certification within one year of employment.
  • Complete Hazmat Awareness Training within one year of employment.
  • Complete N.C. Warrant Repository Training within one year of employment.
  • Complete Computer Aided Dispatch Mapping Training within one year of employment.
  • Possession of Communications Training Officer Certification preferred or able to obtain within 3 months of promotion / employment.
