Job summary

Qualifications

  • Associate degree or higher preferred; HS diploma required.
  • 3-5 years supervisory experience in shelter operations or related field.
  • Experience with HMIS or similar case management databases.
  • Experience coordinating with multiple vendors and community partners.
  • Must be a U.S. citizen or U.S. permanent resident for past five years.
  • Available for 24/7 on-call responsibilities and flexible scheduling.

Position Overview

The Shelter Operations Supervisor serves as the senior on-site operational leader responsible for 24/7 shelter operations, staffing coordination, and serving as the primary point of contact for the City of Lexington and Emergency Services when the Shelter Manager is unavailable. This role ensures seamless delivery of all shelter services through coordination of staff, vendors, and community partners while maintaining compliance with all operational standards and safety protocols.

Please note : At this time, this is a 5-month contract from 11/01/2026 to 04/01/2027 with no benefits. There may be an opportunity for contract extension after the 5-month period ends.

Requirements
Essential Functions & Responsibilities
Operational Leadership & Emergency Response
  • Serve as the City's and Emergency Services' primary 24/7 point of contact in the Shelter Manager's absence
  • Maintain overall responsibility for shelter safety, security, and compliance with all City directives
  • Respond immediately to emergencies, incidents, or operational disruptions at any hour
  • Make critical operational decisions to ensure guest safety and program continuity
  • Coordinate emergency response with law enforcement, fire department, and medical services
Staffing & Scheduling Management
  • Ensure 24/7 staffing coverage across all shelter functions and maintain appropriate staff-to-guest ratios
  • Supervise, schedule, and manage Shelter Support Specialists and other staff
  • Create and adjust staff schedules based on operational needs, time-off requests, and unexpected absences
  • Monitor attendance, authorize time off, and maintain accurate timesheets and attendance records
  • Conduct regular check-ins with staff to address performance issues and provide operational guidance
  • Prepare staffing forecast reports and communicate coverage needs to leadership
Guest Services & HMIS Management
  • Oversee and conduct guest intake processes using the HMIS (Homeless Management Information System)
  • Ensure accurate and timely data entry for all guest registrations, services, and outcomes
  • Coordinate guest discharge procedures and maintain proper documentation
  • Monitor guest flow, bed assignments, and facility capacity in real-time
  • Address guest concerns, de-escalate conflicts, and ensure trauma-informed service delivery
  • Coordinate with security providers to ensure continuous coverage and address security incidents
  • Work with food service vendors to adjust meal quantities based on daily census and dietary needs
  • Liaise with facilities management to report and resolve maintenance issues, equipment failures, or safety hazards
  • Coordinate with City-approved nonprofits to facilitate guest access to case management, medical appointments, and support services
  • Ensure guests have transportation or support to attend scheduled appointments and programming
Quality Assurance & Compliance
  • Conduct regular facility inspections to ensure cleanliness, safety, and ADA compliance
  • Monitor adherence to all shelter policies, procedures, and City regulations
  • Document incidents, prepare reports, and maintain comprehensive operational logs
  • Participate in City meetings and briefings as the on-site operational representative
  • Support data collection and reporting requirements for City oversight
  • Maintain clear communication channels with Shelter Manager, Department Director, and City representatives
  • Facilitate daily briefings during shift changes to ensure continuity of operations
  • Respond to inquiries from staff, guests, vendors, and community partners
  • Collaborate with case management team to support guest service plans
  • Provide regular operational updates and flag emerging issues to leadership
Required Knowledge & Skills
  • Advanced proficiency with Microsoft Office Suite, HMIS systems, and scheduling software
  • Strong leadership and team management capabilities with ability to direct staff in high-pressure situations
  • Excellent crisis management and de-escalation skills
  • Knowledge of trauma-informed care principles and emergency shelter best practices
  • Understanding of homeless services, housing resources, and community support systems
  • Ability to maintain composure and make sound decisions during emergencies
  • Strong organizational skills with ability to manage multiple priorities simultaneously
  • Excellent written and verbal communication skills
  • Cultural competency and ability to work effectively with diverse populations
  • Ability to work independently with minimal supervision while maintaining accountability
Required Education & Experience
  • Associate's degree or higher preferred; High school diploma or equivalent required
  • Minimum 3-5 years of supervisory experience in shelter operations, social services, hospitality management, or related field
  • Experience with HMIS or similar case management databases required
  • Demonstrated experience managing staff schedules and ensuring 24/7 coverage
  • Experience coordinating with multiple vendors, contractors, and community partners
  • Previous work in emergency services, homeless services, or congregate care settings strongly preferred
  • Must be a U.S. citizen or U.S. permanent resident for at least the past five (5) years to comply with federal regulations
  • Must be available for 24/7 on-call responsibilities and flexible scheduling including nights, weekends, and holidays

  • Anovaeon operates 24 hours/365 days and requires the flexibility to work additional hours, nights, weekends, and holidays
Security Clearance/Background Check Requirements
  • Must show proof of eligibility to work in the U.S.
  • Internal background check to the satisfaction of contract requirements.
  • Complete a Drug Test.
  • Child Abuse/ Neglect Report (CAN) or child protective services check with no adverse findings.
Physical Requirements
  • Standing/Walking/Mobility: Must have mobility to attend meetings with other managers and employees.
  • Climbing/Stooping/Kneeling: 10% of the time.
  • Lifting/Pulling/Pushing: 10% of the time.
  • Fingering/Grasping/Feeling: Must be able to write, type and use a telephone system 100% of the time.
