Job Description

Sexual and Reproductive Health Program Manager - ( 2600070P )

Description

The Massachusetts Department of Public Health (DPH), Bureau of Community Health and Prevention, is seeking an experienced public health professional to serve as the Sexual and Reproductive Health Program Manager. This position provides statewide leadership on sexual and reproductive health services, programs, policy, and access, with a particular focus on ensuring that residents across the Commonwealth can receive high quality, equitable care. The selected candidate will lead the Sexual and Reproductive Health Program and its staff, oversee significant state and federal resources, and help shape strategies addressing contraception, abortion access, adolescent sexual and reproductive health, clinical service delivery, and related public health priorities. The role offers an opportunity to influence programs and systems that directly affect access to care and health outcomes across Massachusetts.

The Manager will serve as a key advisor and subject matter expert within DPH, working with senior leadership, clinical providers, community organizations, state and federal partners, and other stakeholders to respond to an evolving sexual and reproductive health landscape. This position combines people leadership, policy development, program strategy, fiscal stewardship, and partnership building, with meaningful authority over program direction, contracts, budgets, funding proposals, and performance. The incumbent will also have the opportunity to strengthen the capacity of providers beyond the DPH-funded network, advance evidence-based approaches, address health inequities, and help ensure that Massachusetts continues to respond effectively to changing clinical, policy, legal, and community needs.

BCHAP is committed to advancing health equity and improving quality of life across the Commonwealth. We acknowledge that historical and systemic inequities continue to create unfair barriers to sexual and reproductive wellness. In response, our mission is to build inclusive healthcare systems and broaden access to comprehensive education, care, and family planning resources for all with a targeted focus on dismantling racial disparities. The Sexual and Reproductive Health Program Manager will lead their team in embedding equity, accessibility, and systemic fairness into every facet of their operations.

Duties and Responsibilities
  • Lead the Sexual and Reproductive Health Program and provide strategic direction, supportive supervision, performance management, coaching, and professional development for program staff.
  • Develop short and long-term program strategies, goals, initiatives, and interventions that strengthen access to high quality sexual and reproductive health services throughout Massachusetts.
  • Advance equitable sexual and reproductive health outcomes by identifying disparities, incorporating racial equity and reproductive justice principles into program planning, and supporting evidence-based approaches designed to address inequitable health outcomes.
  • Monitor emerging clinical, public health, legal, regulatory, and policy developments affecting sexual and reproductive health and translate changes into appropriate program, policy, and service delivery strategies.
  • Advise DPH leadership and staff on sexual and reproductive health policy, legislation, clinical care, program development, contraceptive care, abortion access, sexually transmitted infection prevention and treatment, adolescent health, sexual health education, and related public health issues.
  • Build partnerships with clinical providers, community organizations, state and federal agencies, advocacy organizations, health care systems, and other stakeholders to improve access, coordination, quality, and sustainability of sexual and reproductive health services.
  • Strengthen the capacity of DPH-funded programs and the broader health care system by establishing program standards, promoting evidence-based clinical practices, coordinating technical assistance and training, and expanding the reach of effective approaches.
  • Oversee contracts, vendors, funded providers, and related program activities, including scopes of service, annual work plans, performance expectations, fiscal accountability, deliverables, and quality standards.
  • Manage state and federal program budgets and multiple funding streams, including approval of program and contract budgets, while identifying opportunities to sustain and expand resources for sexual and reproductive health initiatives.
  • Lead grant development, funding proposals, procurement activities, and relationships with state and federal funders to support program sustainability, expansion, and emerging public health priorities.
  • Evaluate program performance and population needs through data collection, in-person site visits, monitoring, reporting, and collaboration with evaluation partners to ensure investments are producing measurable, equitable, and high-quality outcomes.
  • Represent the Sexual and Reproductive Health Program with DPH leadership, government partners, funders, providers, and statewide and national audiences through meetings, presentations, reports, educational resources, and other communications.
Preferred Qualifications
  • Demonstrated managerial experience leading sexual and reproductive health programs, initiatives, clinical services, public health interventions, evaluation, or surveillance activities.
  • Strong understanding of sexual and reproductive health services and policy, including contraceptive care, abortion access, adolescent health, sexual health education, sexually transmitted infection prevention and treatment, and related public health issues.
  • Experience with safety-net clinical providers and the operational, financial, workforce, and service delivery challenges affecting access to sexual and reproductive health care, including familiarity with the federal Title X program.
  • Proven ability to lead, supervise, coach, and develop multidisciplinary staff while establishing priorities, managing performance, supporting professional growth, and creating an effective and collaborative team environment.
  • Demonstrated success incorporating racial equity, reproductive justice, health equity, diversity, inclusion, and social determinants of health into program planning, policy development, budgeting, service delivery, and organizational decision making.
  • Skilled in managing complex budgets, multiple funding streams, contracts, procurements, vendor relationships, and fiscal accountability within a public health, health care, government, or similarly complex environment.
  • Track record of developing successful grant applications and funding proposals, particularly for federal funding, and maintaining productive relationships with government and other funding partners.
  • Adept at interpreting changing laws, regulations, policies, clinical guidance, and public health developments and translating complex information into practical program strategies, recommendations, and actions.
  • Demonstrated capacity to build productive partnerships and communicate effectively with senior leaders, government agencies, health care providers, community organizations, advocacy groups, funders, and individuals from diverse professional and personal backgrounds.
  • Excellent strategic planning, analytical, written, verbal, and organizational skills, with the ability to manage multiple complex priorities, exercise sound judgment, work independently, and adapt effectively to changing program and policy environments.
  • Proficiency with Microsoft Office Suite, particularly Word, Excel, PowerPoint, Outlook, SharePoint and Teams.
