Job summary

CACI International Inc is seeking a Sensitive Activities Planner to join a multi-program effort delivering advisory, training, and operational support for national security. You will coordinate and synchronize sensitive activities across commands, integrating irregular warfare concepts, OIE, CI, HUMINT, and targeted planning.

The role requires active TS/SCI with polygraph eligibility, a relevant bachelor's degree, and substantial experience in joint planning and briefing senior leaders.

Qualifications

• Active TS clearance with SCI eligibility and willingness to obtain polygraph.
• Bachelor's degree in Strategic Communications, International Relations, Political Science, Psychology, Behavioral Science, Military Science or related field.
• 5+ years of experience planning, coordinating, and synchronizing sensitive activities (IW, OIE, CI, HUMINT, and/or compartmented military/IC activities).
• 3 years in a J3X, J2X, STO/SAP planning cell or similar organization.
• 7+ years of experience with military planning processes (JPP, MDP, joint targeting, campaign planning).
• Experience briefing or delivering operational concepts to executive/senior-level decision makers.

Responsibilities

• Plans, coordinates, and synchronizes sensitive activities in support of campaign objectives and guidance.
• Develops sensitive activity concepts of operation, annexes, and planning products (IW, OIE, CI, HUMINT, SR, ACCM, SAP, STO).
• Facilitates senior-level meetings and planning sessions for decision-making.
• Ensures information protection and security compliance throughout planning and execution.
• Develops measures of performance to evaluate outcomes and inform decisions.
• Coordinates with IC, DoD, interagency, allies, and partners to ensure de-confliction and unity of effort.
• Produces briefs and documentation supporting governance, oversight, and execution.
• Performs network/nodal analysis to inform targeting and planning.

Responsibilities

• Plans, coordinates, and synchronizes sensitive activities in support of campaign objectives, commander's intent, and operational or strategic guidance
• Develops sensitive activity concepts of operation, annexes, and planning products; includes concepts integrating Irregular Warfare, OIE, Counterintelligence, HUMINT, Special Reconnaissance (SR), compartmented planning/capabilities (ACCM, SAP, STO), and other specialized activities or operations
• Facilitates senior-level meetings, briefings, planning sessions, and operational working groups to enable decision-making and mission integration
• Ensure adherence to information protection, compartmentation, access control, and security requirements throughout planning and execution
• Develop and assess measures of performance and effectiveness to evaluate sensitive activity outcomes and inform strategic decision-making
• Coordinates with Intelligence Community, DoD, interagency, allied, partner and industry, stakeholders to ensure de-confliction, unity of effort, oversight compliance, and capability alignment
• Produces quality briefs, recommendations, and documentation supporting sensitive activities governance, oversight, and execution
• Performs network or nodal analysis leveraging diverse intelligence, information and data sources to inform operational targeting and mission planning

Qualifications

Required

• Active TS clearance w/ SCI eligibility; must also be able and willing to obtain polygraph
• Bachelor's degree in Strategic Communications, International Relations, Political Science, Psychology, Behavioral Science, Military Science or another relevant field of study
• 5+ years of experience planning, coordinating, and synchronizing sensitive activities, IW, OIE, CI, HUMINT, and/or compartmented military or IC activities (e.g. IJISTO, SAP, ACCM, etc.)
• 3 years of experience working in a J3X, J2X, STO/SAP planning cell, Joint Targeting cell or similar organization
• 7+ years of demonstrated experience with military planning processes including Joint Planning Process (JPP), military decision-making process, joint targeting process, and/or military campaign planning
• Demonstrated experience briefing or delivering written operational concepts to executive/senior-level (GO/FO/SES) decision makers

Desired

• Already active TS/SCI with polygraph
• Knowledgeable in intelligence disciplines, capabilities, limitations, and platforms and relevant Intelligence Community Directives
• Experience or knowledge of HUMINT and CI Operations and application and associated authorities
• 7 years’ experience coordinating compartmented or sensitive operational activity with the IC, Interagency, Allies and/or Partners
• Graduate of one or more of the following: STO Planner's Course, Advanced Special Operations Managers Course, MILDEC Planner's Course, PSYOP Qualification Course, Source Operations Course (HUMINT), Special Operations Forces Network Development Course, a US Government Counterintelligence Badge and Credential producing course
