Job summary

CACI is seeking a Strategic Planner to support national security initiatives and strategic operations across multiple commands, integrating sensitive activities and providing expert planning products.

The role requires active TS clearance w/ SCI eligibility and 5+ years of relevant experience in intelligence and strategic planning. Travel is up to 25% locally, with a strong emphasis on collaboration with DoD, IC, and partner organizations.

Qualifications

  • Active TS clearance w/ SCI eligibility; willing to submit to CI POLY
  • Bachelor of Arts/Science in a relevant field
  • 5 years’ experience planning, coordinating, and synchronizing sensitive activities across IW, OIE, CI, HUMINT or compartmented activities at CCMD or equivalent
  • 3 years’ experience in J3X/J2X/STO/SAP planning cell or similar
  • 7 years’ experience with military planning processes (JPP, MDMP, targeting, campaign planning)
  • Experience briefing senior leaders/execs on operational concepts

Responsibilities

  • Plans, coordinates, and synchronizes strategic operations across multiple commands and sensitive activities
  • Provides planning for SAP-enabled operations ensuring coherent integration
  • Develops planning products including estimates, CONOPS, annexes, appendices
  • Advises leaders on risks, trade-offs, and opportunities in sensitive operations
  • Develops information/intelligence requirements and assessments for strategic planning
  • Coordinates with IC, DoD, interagency, allies and partners for de-confliction and unity of effort
  • Produces briefs, information papers, recommendations, and docs for strategic planning
  • Supports network/nodal analysis using diverse data sources for targeting and mission planning

Responsibilities:
  • Plans, coordinates, and synchronizes strategic operations, activities and investments across OIE, IW, compartmented (e.g. STO, SAP, ACCM, etc) and/or sensitive activities, ensuring alignment with commander priorities, approved authorities, and operational timelines.
  • Provides planning expertise for SAP-enabled operations, ensuring sensitive capabilities are coherently integrated within broader campaign and strategic objectives.
  • Develops, reviews, and refines formal planning products to include estimates, CONOPS, annexes, appendices, and tabs.
  • Advises senior leaders on risks, trade-offs, and opportunities associated with sensitive and compartmented operations.
  • Develops and coordinates information/intelligence requirements and assessments plans in support of strategic planning.
  • Coordinates with Intelligence Community, DoD, interagency, allied, partner and industry, stakeholders to ensure de-confliction, unity of effort, oversight compliance, and capability alignment.
  • Produces quality briefs, information papers, recommendations, and documentation supporting strategic planning.
  • Supports network or nodal analysis leveraging diverse intelligence, information and data sources to inform operational targeting and mission planning
Qualifications:

Required:

  • Active TS clearance w/ SCI eligibility; willing to submit to CI POLY
  • Bachelor of Arts/Science in a relevant field.
  • 5 years’ experience planning, coordinating, and synchronizing sensitive activities, IW, OIE, CI, HUMINT, and/or compartmented military or IC activities (e.g. IJISTO, SAP, ACCM, etc) at CCMD, Service Component Command, Joint Task Force or equivalent level
  • 3 years’ experience working in a J3X, J2X, STO/SAP planning cell, Joint Targeting cell or similar organization
  • 7 years demonstrated experience with military planning processes including Joint Planning Process (JPP), military decision-making process, joint targeting process, and/or military campaign planning
  • Demonstrated experience briefing or delivering written operational concepts to executive/senior-level (GO/FO/SES) decision makers

Desired:

  • Knowledgeable in intelligence disciplines, capabilities, limitations, and platforms and relevant Intelligence Community Directives.
  • Experience or knowledge of HUMINT and CI Operations and application and associated authorities
  • 7 years’ experience coordinating compartmented or sensitive operational activity with the IC, Interagency, Allies and/or Partners
  • Graduate of one or more of the following: JAWS, SAMS, SAASS, SAW, MAWS, Senior Service College, Advanced Special Operations Managers Course, MILDEC Planner's Course, PSYOP Qualification Course, Source Operations Course (HUMINT), Special Operations Forces Network Development Course, a US Government Counterintelligence Badge and Credential producing course
