Job summary

ETM Inc. is seeking a Senior Water Utility Project Manager to lead the planning, design, and delivery of complex municipal water and wastewater infrastructure projects in Orlando, Florida.

Qualifications

• Bachelor’s degree in Civil, Environmental, or related Engineering field.
• Registered Professional Engineer (P.E.).
• 10+ years of progressive experience in utility engineering with significant project management for municipal water and/or wastewater projects.
• Experience managing budgets, schedules, teams, and client communications on multiple projects.
• Strong knowledge of utility design standards, permitting requirements, and public-sector project delivery.
• Proven ability to build and maintain client relationships.
• Strong written and verbal communication skills.

Responsibilities

• Manage utility infrastructure projects involving water distribution, wastewater collection, pumping systems, force mains, gravity sewer, reclaimed water, and rehabilitation or expansion.
• Lead projects through planning, feasibility, preliminary engineering, final design, permitting, bidding, and construction phase services.
• Serve as primary contact for clients, subconsultants, regulatory agencies, and internal teams.
• Develop scopes, schedules, budgets, and staffing plans; monitor progress to ensure delivery.
• Provide senior technical oversight and quality control for documents, calculations, reports, plans, and specs.
• Coordinate multidisciplinary teams across civil, structural, mechanical, electrical, instrumentation & controls, environmental, and GIS.
• Maintain relationships with municipal utility owners and public-sector clients.
• Identify opportunities for follow-on work and contribute to proposals and business development.
• Mentor project engineers, designers, and junior staff.
• Support construction administration activities such as RFIs, submittals, change orders, and site visits.
