Job summary

England-Thims & Miller, Inc. seeks a Senior Water Utility Project Manager to lead planning, design, and delivery of complex municipal utility projects from concept through construction support. You will combine technical design expertise with client management and project leadership.

The role emphasizes mentoring staff, pursuing new business, and delivering high-quality results for public-sector clients, with focus on budgets and schedules.

Qualifications

• Bachelor’s degree in Civil, Environmental, or related Engineering field.
• Registered Professional Engineer (P.E.).
• 10+ years of progressive utility engineering and project management experience.
• Strong budgeting, scheduling, and client communications across multiple projects.
• Knowledge of public-sector design standards and permitting.
• Ability to build and maintain client relationships.
• Strong written and verbal communication skills.

Responsibilities

• Manage utility projects across water, wastewater, and related systems.
• Lead through planning, design, permitting, bidding, and construction support.
• Act as primary client and team liaison.
• Develop scopes, schedules, budgets, and staffing.
• Provide senior technical oversight and QC of documents.
• Coordinate multidisciplinary teams across offices.
• Support business development with proposals and interviews.
• Mentor engineers and designers.
• Assist with RFIs, submittals, change orders, and site visits.
