Job summary

The City of Portland is seeking a dynamic Water Resources Technical Manager to lead stormwater and sewer engineering initiatives. You will guide multi-million-dollar infrastructure projects, mentor engineers, and drive strategic improvements in municipal infrastructure.

Ideal candidates are licensed PEs with strong technical writing and presentation skills, capable of coordinating across divisions and agencies to meet regulatory demands.

Qualifications

  • Bachelor's degree in engineering or architectural discipline.
  • 10+ years of progressively responsible engineering experience including management across divisions.
  • Licensed Professional Engineer (PE) with Maine reciprocity within six months.
  • Strong technical writing and presentation skills for diverse audiences.
  • Hands-on experience with AutoCAD, asset management tools, and Google Workspace.
  • Proven ability to coordinate with regulatory agencies, public utilities, and the public.

Responsibilities

  • Oversees project management standards and provides training to engineering staff.
  • Prepares multi-year CIP schedules with funding for long-term planning and regulatory initiatives.
  • Advances the stormwater program and best practices for the utility.
  • Reviews Water Resources projects from planning to design and some O&M maintenance.
  • Manages and mentors WR Senior Engineers, Project Engineers, and compliance personnel.
  • Coordinates between City divisions to unify the Public Works engineering program.
