Job summary

Citi is seeking a Program Manager Governance Manager at SVP level to drive the maturity of the PM Governance Framework globally. Reporting to the Head of PM Governance and Capabilities, you will lead a team of PMs to develop, socialize, and maintain robust PM policies and guidance.

You will advise the Citi Program Management Council and ensure PM requirements are integrated across Lines of Business and Global Functions, balancing risk, strategy, and execution at a senior level.

Qualifications

• Experience: 10+ years in Program/Project Management or PMO governance in a regulated setting.
• Education: Bachelor’s degree or equivalent; master’s degree preferred.
• Governance Expertise: Track record designing/implementing robust PM governance.
• Regulatory Acumen: Experience with audits and remediation programs.
• Methodology Knowledge: Knowledge of Waterfall, Agile, SAFe, Hybrid.
• Certifications: PMP or PgMP recommended.
• Core Skills: Strong analytical, communication, and executive facilitation.
• Citi Tools: Familiar with Citi PM Tools such as PTS.

Responsibilities

• Strategic Leadership: provide direction across Project and Program Management governance.
• PM Governance: develop and refine PM documentation and alignment.
• CPMC Governance: define charter and govern meetings of leadership teams.
• CPMC Taskforce Facilitation: direct taskforce with reporting and escalation.
• Regulatory & Audit Excellence: manage audits and regulatory exams with remediation.
• Stakeholder Influence & Advisory: partner with senior executives to drive adoption.
• People Management: manage a team of independent contributors and performance reviews.
• Talent Development: coach and mentor Program Managers.
• Modernization & Tooling: contribute to PM capabilities and EPQA agenda.
