Qualifications

• 10+ years in Program/Project Management or PMO governance.
• Experience with large-scale program delivery in regulated environments.
• Proven governance framework design or transformation experience.
• Regulatory acumen with internal/external audits and remediation programs.
• Knowledge of Waterfall, Agile, SAFe, and Hybrid delivery methods.
• PMP or PgMP certification highly recommended.

Job description

The Program Manager Governance Manager is a critical Senior Vice President (SVP) level role within Global Program Governance (GPG). Reporting to the Head of PM Governance and Capabilities, this position is responsible for driving the maturity of Citi's Project Management Governance Framework under the direction of the Citi Program Management Council (CPMC).
Job Purpose:
The Program Manager Governance Manager provides strategic leadership and oversight to drive the implementation, adoption, and continuous maturity of Citi’s Project Management (PM) Governance Framework globally. Reporting to the Head of PM Governance and Capabilities within Global Program Governance (GPG), this role leads a high-performing team of Program Managers dedicated to developing, maintaining, and socializing robust PM Policies, Standards, Procedures, and guidance documentation.
The successful candidate will act as a key advisor to the Citi Program Management Council (CPMC), ensuring that PM requirements are seamlessly integrated, clearly communicated, and consistently executed across all Lines of Business (LOBs) and Global Functions. This role requires an exceptional blend of strategic vision, risk management expertise, regulatory acumen, and executive-level influencing skills.
Key Responsibilities

• Strategic Leadership: Provide oversight and strategic direction across all aspects of Project and Program Management governance at Citi, driving continuous maturity and alignment with industry best practices.
• PM Governance: Lead the coordinated development and refinement of the PM documentation, ensuring clear alignment of PM requirements across all enterprise-wide documentation.
• CPMC Governance: Contribute to a strong, transparent, and well-governed organization through definition of the CPMC Charter, conducting key governance and communications meetings of the CPMC Governing and Leadership teams.
• CPMC Taskforce Facilitation: Direct the CPMC Taskforce, ensuring transparent tracking, reporting, and escalation of strategic PM initiatives.
• Regulatory & Audit Excellence: Proactively manage and support CPMC leadership through internal audits, independent reviews, and external regulatory exams, ensuring robust evidence of compliance and swift remediation of any identified gaps.
• Stakeholder Influence & Advisory: Partner with and influence senior business and global function executives to ensure consistent adoption of PM standards, providing well-reasoned, balanced assessments of complex delivery issues.
• People Management: Manage a team of independent contributors. Set clear goals. Delegate tasks. Provide feedback. Conduct performance reviews.
• Talent Development: Manage, coach, and mentor a team of Program Managers, fostering a culture of collaboration, accountability, and continuous professional development.
• Modernization & Tooling: Contribute to the PM Capabilities, Tools, and EPQA (Enterprise Project Quality Assurance) agenda, championing the transition toward data-driven PMO practices.
  

Qualifications:

• Experience: 10+ years of experience in Program/Project Management, PMO governance, or large-scale program delivery within a global financial institution or highly regulated industry, including 5-7+ years of direct managerial experience.
• Education: Bachelor’s/University degree or equivalent experience required; master’s degree or equivalent preferred.
• Governance Expertise: Demonstrated track record of designing, implementing, or managing robust PM governance frameworks, process re-engineering, or enterprise-wide transformation initiatives.
• Regulatory Acumen: Proven experience navigating complex regulatory environments, supporting internal/external audits, and managing regulatory remediation programs.
• Methodology Knowledge: Deep understanding of Citi PM Policy and Standards (or industry equivalents) across both traditional (Waterfall) and modern (Agile, SAFe, Hybrid) delivery methodologies.
• Certifications: PMP (Project Management Professional) or PgMP (Program Management Professional) certification highly recommended.
• Core Skills: Exceptional analytical, critical thinking, and problem-solving skills; outstanding oral and written communication skills with a proven ability to facilitate executive-level discussions and influence senior decision-makers.
• Citi PM Tools: Familiarity with Citi PM Tools (e.g., PTS)
