Job Description:

The Opportunity:

CACI seeks a Volume Lead and Proposal Writer with knowledge of the systems engineering lifecycle and demonstrated experience in writing technology and product development proposals. Responsibilities include understanding requirements, proposal planning, solution design, and creating written and oral proposal content.

In this role, you will work closely with Business Development, Capture, and Proposal Managers, as well as sector personnel, to develop pursuit artifacts, including proposal readiness reviews, milestone reviews, and proposal artifacts.

The Volume Lead will manage all aspects of proposal development for assigned volumes or sections, from draft RFP to Final Proposal Revision (FPR). Experience should include Technical, Program Management, Transition, Staffing/Resumes, Small Business Participation, Corporate Experience, and Past Performance. Knowledge of DoD Directive 5000.01 and DoDAF is helpful.

Responsibilities:

1. Implement CACI tools, models, and methods following documented processes and techniques.
2. Analyze RFP requirements and develop proposal outlines and compliance artifacts.
3. Develop and enforce interim milestones across a team of SMEs, authors, and contributors to meet proposal schedules.
4. Support development of proposal themes, strengths, discriminators, messages, solutions, and allocate these to proposal sections.
5. Collaborate with Capture Manager, Proposal Manager, Solution Architects, and program personnel to ensure solutions are well-documented and communicated.
6. Create complex graphics to convey technical and management information clearly.
7. Ensure proposal compliance and integration of the proposal architecture.
8. Research, organize, write, edit, and produce sections for proposals, White Papers, and RFIs.
9. Apply journalistic skills by interviewing experts, attending meetings, and researching sources to write proposal materials.
10. Develop oral presentation content and work with teams to refine presentations.
11. Assess proposal content for compliance and quality; provide direction to writers and SMEs.
12. Author and edit proposal text and graphics, incorporating inputs from contributors.
13. Collaborate to ensure consistency across proposal volumes and sections.
14. Assess and incorporate feedback to improve proposal quality.

Qualifications:

Required:

• Bachelor's degree in Journalism, Business, Engineering, IT, or related field.
• 10+ years of federal proposal writing experience in government contracting for multi-teammate, solutions-based proposals valued from $75M to $2B.
• Proven ability to manage multiple tasks and meet deadlines.
• Understanding of US Government acquisition processes and proposal response practices (FAR, DFAR).
• Excellent writing and communication skills.
• Ability to work collaboratively under pressure.
• Expertise with Microsoft Office Suite.

Desired:

• Ability to obtain and maintain a US Government Secret or higher security clearance.
• Experience writing compliant proposal sections in domains such as Validation & Verification, Reliability, Mil-Std-810, SRR, PDR, CDR, TRR, PRR, FCA, PCA, LRIP, FRP, IMP/IMS, Earned Value, R&D investment, NRE, Pricing.
