Job summary

WSP USA is seeking a Senior Vice President, Project & Program Management to lead mega rail transportation programs in the San Francisco Bay Area. You will act as Owner’s Representative or Delivery Partner, directing program controls, risk management, and stakeholder collaboration to deliver on-time, on-budget outcomes.

The role requires 15+ years in public rail project delivery, CA PE license, and strong communication with federal/state agencies.

Qualifications

  • Bachelor’s degree in engineering and CA PE license (or ability to obtain) required.
  • 15+ years of relevant experience in program management and design-build delivery.
  • Proven experience delivering public rail transportation infrastructure programs over $1B in cost.
  • Advanced SME knowledge of transit/rail engineering principles and permitting.
  • Strong communication skills; ability to present to stakeholders and FTA.
  • Proficient with MS Office Suite (Word, Excel, PowerPoint).

Responsibilities

  • Serve as Senior VP in charge of program and project management for mega rail programs in SF Bay Area.
  • Act as Owner’s Representative or Delivery Partner and lead PMO as needed.
  • Develop and maintain Program Management Plan including Controls, Design, Risk, QA/QC, and Environment.
  • Create contract packaging plans for projects within the program.
  • Oversee independent reviews of program progress and performance metrics.
  • Lead staff development, mentoring, and leadership across the delivery team.
  • Develop client relationships with public and private sector stakeholders and JV partners.
  • Ensure delivery on time and on budget; manage project expenses and profitability.
  • Collaborate with senior leadership to provide future-ready solutions for clients.

WSP is currently initiating a search for a Senior Vice President, Project & Program Management to work in San Francisco Bay Area, California.

Your Impact
  • Serve in a Program Manager role on mega rail transportation programs delivered via various delivery methods
  • Serve as Owner’s Representative, Delivery Partner, and or Independent PMO
  • Develop and maintain Program Management Plan to include Program Controls, Document Control, Design Management, Risk Management, Safety Management, Quality Control, and Environmental Compliance
  • Develop contract packaging plans for projects within the program
  • Responsible for independent review of program progress
  • Perform schedule review and analysis
  • Provide solutions to program issues
  • Review and strategize improvement to key operational performance metrics
  • Support and empower staff and direct reports to execute project assignments on time and on budget
  • Develop and maintain relationships with public and private sector clients, agencies, partner firms and sub-consultants, as well as other external stakeholders such as vendors and suppliers.
  • Lead staff development which includes mentoring, training, coaching and professional development.
  • Accountable for overall management and successful execution of major projects within the transportation market, monitoring internal and external events, expenses, performance, and profitability.
  • Oversee the discipline’s vision and mission to promote an appropriate value proposition that accounts for corporate and WSP client business strategy, governmental regulations and policies, and QA/QC in delivery.
  • Create a learning culture that values innovative subject matter expertise and fosters effective and continual personal development.
  • Develop and implement a communication strategy to increase the effectiveness of joint venture team processes, systems, and practices, and mitigating discipline-related risks.
  • Serve as program management subject matter expert to a variety of internal / external entities including Federal, State, and Local Agencies, Clients, Subcontractors, industry-related groups, and various government and community entities.
  • Manage overall delivery team’s performance and provide inspiring leadership to assigned management and staff.
  • Develop extensive high-level business contacts and client base for providing high program management services including identifying additional business development opportunities, and cross-selling of other WSP capabilities.
  • Collaborate with professionals and senior leadership from a variety of disciplines to provide future ready solutions for clients.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.
Who You Are

Minimum Qualifications:

  • Bachelor’s Degree in Engineering
  • PE License in CA (or ability to obtain)
  • Extensive Design-Build or Progressive Design-Build project delivery experience as a Program Manager
  • 15+ years of relevant experience
  • Proven experience in the delivery of public rail transportation infrastructure programs, with construction costs in excess of $1 billion, preferably on Heavy Rail Transit programs
  • Advanced SME-level proficiency with transit and rail engineering principles, practices, process, standard of care, and the application to permitting and project work-related issues.
  • Strong oral and written communication skills and ability to drive client and joint venture team decision making
  • Ability to lead presentations to stakeholders and the Federal Transit Administration
  • Excellent computer skill - Working knowledge of Microsoft Office Suite particularly Word, Excel and PowerPoint

Preferred Qualifications:

  • MS Degree (Engineering)
  • PMP Certification

Compensation

Expected Salary (all locations): $340,000-$375,000/yr

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
