Elm City Communities (Housing Authority of New Haven) seeks a Senior Vice President of Finance, IT & Procurement to join its executive leadership. You will oversee finance, accounting, information technology, procurement, compliance, budgeting, and audit to support affordable housing initiatives and redevelopment projects.

Qualifications

• 8+ years in progressive financial leadership.
• 5+ years directing large finance functions.
• Experience with budgets exceeding $60M.
• Strong knowledge of HUD programs and public housing operations.
• LIHTC, mixed-finance and bond financing experience.
• Project-based and fund accounting experience.
• Experience overseeing IT, procurement, and compliance.

• Direct all financial management, accounting, treasury, budgeting, forecasting, compliance, and audit activities.
• Oversee enterprise technology systems, modernization efforts, cybersecurity initiatives, and systems integration.

• 8+ years of progressive financial leadership experience

• Experience managing budgets exceeding $60 million
• Strong knowledge of HUD programs, public housing authority operations, and regulatory compliance
• Expertise in LIHTC, mixed-finance transactions, bond financing, and development finance
• Project-based and fund accounting experience
• Experience overseeing technology systems and procurement operations
• A collaborative leadership style with exceptional integrity and strategic vision
• CPA and advanced degree preferred
