Job description

Senior Director, Multifamily Financing and Development

The Connecticut Housing Finance Authority (CHFA) seeks an accomplished, strategic, and highly collaborative leader to serve as Senior Director, Multifamily Financing and Development. This is a significant leadership opportunity for an experienced commercial real estate finance and affordable housing professional who is motivated by the opportunity to expand and preserve quality affordable housing across Connecticut.

Reporting to the Managing Director of Multifamily, the Senior Director provides strategic and operational leadership across CHFA's multifamily financing and development functions, including underwriting, lending, equity, LIHTC, construction, and asset management. The position leads a highly skilled, multidisciplinary team and plays a central role in advancing CHFA's multifamily strategy, strengthening its financing programs, and delivering strong results for the communities it serves.

The successful candidate will bring the financial acumen, leadership presence, transaction expertise, and organizational judgment required to navigate complex financing and development opportunities while balancing CHFA's affordable housing mission, financial objectives, risk parameters, and regulatory responsibilities.

About the Connecticut Housing Finance Authority:

Connecticut Housing Finance Authority ("CHFA") is a self-funded, quasi-public organization. Its mission is to alleviate the shortage of housing for low- and moderate-income families and persons in the state of Connecticut ("State") and, when appropriate, to promote or maintain the economic development of the State through employer-assisted housing efforts. CHFA is a mission-driven leader in creating affordable housing opportunities for families and individuals in Connecticut. We believe in the power of the diverse and inclusive communities we serve. We provide a challenging, progressive, and supportive environment that encourages and promotes employee development. We offer competitive salaries; tuition reimbursement; 457 deferred compensation, state-sponsored pension plan, comprehensive health, dental, life, and disability plan, paid vacation, sick, and holidays, hybrid work schedule, ongoing training, career development, and, if qualified, employee may be eligible for student loan forgiveness under Federal Loan assistance program.

The Opportunity

The Senior Director will:

  • Partner with the Managing Director of Multifamily to establish and execute CHFA's multifamily financing and development strategies, priorities, and business objectives.
  • Lead a diverse, multidisciplinary team of professionals spanning underwriting, asset management, construction, architecture, housing programs, and insurance.
  • Oversee CHFA's multifamily financing activities, including LIHTC, development lending, equity, construction financing, and other state and non-state programs.
  • Provide senior-level leadership on complex affordable housing transactions, including structuring, underwriting, risk assessment, negotiation, and execution.
  • Monitor housing markets, capital markets, industry trends, and regulatory developments to identify opportunities, emerging risks, and strategies for strengthening CHFA's programs and portfolio.
  • Drive operational excellence by strengthening processes, controls, performance management, technology, and organizational capabilities.
  • Build and sustain strong relationships with developers, investors, lenders, government agencies, and other public and private-sector housing partners.
  • Represent CHFA in significant negotiations, partnerships, industry forums, and stakeholder engagements.
  • Recruit, develop, and retain high-performing professionals while fostering a culture of collaboration, accountability, innovation, and continuous improvement.
  • All other duties as assigned. This is not an exclusive list of all job functions, and the employee is expected to complete all duties as assigned. Duties and responsibilities may be added, deleted, or changed at any time at the discretion of management, formally or informally. This job description in no way constitutes an employment contract or agreement.
Leadership Scope

The Senior Director will be a key leader within CHFA's Multifamily organization, working closely with the Managing Director and senior professionals throughout the Authority.

The role calls for a leader who can move effectively between strategy, people leadership, and complex transaction execution. The successful candidate will be equally comfortable shaping financing strategies, guiding sophisticated transactions, resolving complex issues, developing talent, and ensuring disciplined operational execution.

This leader will be expected to bring sound judgment, credibility, and a collaborative approach to decisions involving significant financial, regulatory, organizational, and stakeholder considerations.

Candidate Profile

CHFA is seeking a proven leader with:

  • Bachelor's degree preferred in Finance, Business Administration, Accounting, Public Administration, Real Estate, or a related field; an equivalent combination of education and experience will be considered.
  • At least 15 years of progressive leadership experience, including several years in senior or executive-level roles, with a background in commercial lending, commercial real estate finance, multifamily development, affordable housing finance, or a comparable environment.
  • Demonstrated expertise in multifamily finance and affordable housing development, including LIHTC transaction structuring, and a track record of leading complex, multidisciplinary organizations and sophisticated financing and development activities.
  • Exceptional business judgment and leadership capabilities, including the ability to balance mission, financial performance, risk, regulatory requirements, and market conditions, while developing high-performing teams and translating strategy into results.
  • Outstanding relationship, communication, analytical, negotiation, and decision-making skills; experience with a Housing Finance Agency (HFA) is desirable, and advanced knowledge of federal and state LIHTC programs is highly valued.
