Elm City Communities (Housing Authority of New Haven) seeks a Senior Vice President of Finance, IT & Procurement to join its executive leadership. You will oversee finance, accounting, information technology, procurement, compliance, budgeting, and audit to support affordable housing initiatives and redevelopment projects.

This role shapes long-range financial strategy, leads transformation initiatives, and collaborates with auditors, government partners, and community stakeholders to advance

Qualifications

• 8+ years in progressive financial leadership.
• 5+ years directing large finance functions.
• Experience with budgets exceeding $60M.
• Strong knowledge of HUD programs and public housing operations.
• LIHTC, mixed-finance and bond financing experience.
• Project-based and fund accounting experience.
• Experience overseeing IT, procurement, and compliance.

Responsibilities

• Direct all financial management, accounting, treasury, budgeting, forecasting, compliance, and audit activities.
• Oversee enterprise technology systems, modernization efforts, cybersecurity initiatives, and systems integration.
• Lead procurement operations, governance, and compliance programs.
• Develop long-range financial strategies and capital plans.
• Provide financial leadership on affordable housing development and redevelopment projects.
• Manage relationships with auditors, government agencies, financial institutions, development partners, and community stakeholders.
• Present financial analyses and strategic recommendations to executive leadership and governing boards.
