We are looking for an experienced full-time Senior Vice President/Chief Operating Officer to direct Central Pennsylvania Food Bank (CPFB) operational and facility related functions including warehouse management and inventory control, facility planning, safety and maintenance, capital projects, food sourcing, transportation and logistics, and volunteer management. The Senior Vice President/Chief Operating Officer also ensures that the CPFB is within compliance with all applicable federal, state, local, and Feeding America health, safety, and operational guidelines. Job Accountabilities:
- Through excellent leadership of reporting managers and supervisors, direct all facilities and warehouse operations and execution, ensuring efficiency, proper safety, excellence in service, clean and attractive locations, and timely receiving and distribution of food products.
- Provide supervision and support to the Volunteer Supervisor, ensuring excellent relationships with individuals and groups.
- Provide supervision and support to all aspects of food sourcing including, but not limited to, contacting, coordinating, and maintaining an effective food network, including food manufacturers, warehouses, retail growers, special delivery programs, product delivery programs, food purchasing, state and federal agencies (SFPP and TEFAP), disaster relief entities, and all necessary personnel engaged in this network.
- Provide supervision and support to all aspects of transportation and logistics, maintain excellence to maintain our related competitive advantage as a preferred partner with donor companies and government agencies, and ensure compliance with all local, state and federal transportation laws.
- Provide direct supervision of reporting managers and supervisors, including performance and salary reviews, necessary discipline procedures, payroll documentation, and staffing requirements.
- Design and implement food safety programs for the CPFB.
- Formulate and execute, along with members of the Executive Team, strategic plans, structure, and processes necessary to manage the CPFB’s current activities and projected growth.
- Develop and administer relevant departmental budgets.
- Develop and manage systems and procedures for receiving, distributing, and transferring inventory that result in effective inventory control.
- Evaluate each area of operations, perform departmental audits to determine cost benefit, and systematically report these results to the President. Recommend changes, as necessary, to improve systems or to enhance service to partner agencies and our neighbors facing hunger.
- Carry out all activities in compliance with local, state, and federal regulations and laws governing business operations. Responsible for compliance with Feeding America’s applicable guidelines resulting in satisfactory monitoring visits as defined in the current Partner Food Bank Agreement.
- Build a strong operations team through excellent communication and oversight.
- Develop and manage a program to ensure that vehicles, equipment, and the physical plants are adequately maintained at all locations.
- Participate and provide input and direction to a safety education program.
- Manage all facility improvement projects.
- Work with Federal Emergency Management Agency (FEMA), Pennsylvania Emergency Management Agency (PEMA), local response agencies, state Voluntary Organizations Active in Disaster (VOAD), and other response organizations as necessary to coordinate the distribution of food in times of disaster.
- With respect to all facilities, operations, vehicles, and equipment, ensure compliance with all internal and external agreements/contracts and their related guidelines, policies and procedures including, but not limited to, Feeding America, local, state and federal agencies, partner members, and other contractors.
- Confer and consult with the Executive Team, individuals, groups, and committees to determine needs, plan for implementation, termination and/or extension of CPFB Programs and services.
- Prepare monthly, quarterly, and annual reports, functions, procedures, and results.
Perform other duties and special projects as assigned.

Education and Experience:
Education: Bachelor’s degree preferred.
Experience:
- Ten (10) years of direct operational management experience required (i.e., warehouse management, distribution, purchasing, and logistics) with appropriate supervisory experience.
- Strong skills in working with integrated inventory/accounting software to assure the highest quality inventory management.
- Previous work experience in a non-profit organization and/or in an operational role or related experience, including management of a multi-functional organization preferred.
- Additional years of experience and relevant professional certifications will be considered in lieu of having a Bachelor’s degree.

- Attend CPFB Executive Team and Board of Directors and committee meetings.
- Attend departmental and all-staff meetings as directed, staying informed of ongoing changes in department and overall organization.
- Ability to operate standard office equipment.
- Submit necessary Feeding America and Feeding Pennsylvania reports in a timely manner.
- Interact with Feeding America and various regional food bank organizations to enhance and further the CPFB’s work to fight hunger locally while working cooperatively with other food banks in the national network.
- Be an excellent communicator and able to present information to the CPFB Board members, Executive Team, and public groups.
- Provide staff support to ad hoc committees of the board as assigned by the President.
- Support and engage in educating the public, building community awareness, volunteer recruitment, and involving volunteers in the function of this position.
Supervisory Responsibilities:
- May directly supervise 5 to 10 or more employees.
- Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
- Responsibilities include interviewing, training, planning, assigning, and directing work, addressing complaints and resolving problems.
- Conduct or participate in performance evaluations of team members and provide feedback and recommendations to management.
- Ability to supervise and empower staff growth to meet organizational goals.
Physical Requirements or Licenses:
- This position will allow for limited remote work access along with other locations as needed, or at the discretion of the President.
- Ability to successfully complete a Pennsylvania State Police Clearance, a Pennsylvania Child Abuse History Clearance obtained through the Pennsylvania Department of Human Services, and a Federal Bureau of Investigation Criminal History Record Information obtained by submitting a full set of fingerprints to the Pennsylvania State Police or its authorized agent for submission to the Federal Bureau of Investigation.
- A valid driver’s license with history of a good driving record.
- Ability to travel that may include consecutive overnight stays, and traveling by car, bus, and airplane.
- Conditions may include working outside in inclement weather, working closely with others, working alone, and working protracted or irregular hours.
- Ability to operate material handling equipment. Forklift certification required. ServSafe Manager certification required.
- Regularly required to stand and walk.
- Frequently required to use hands to finger, handle, or feel; reach with hands and arms, and talk or hear.
- Occasionally required to sit; climb or balance and stoop, kneel, crouch, or crawl.
- Must regularly lift and/or move up to 50 pounds.
- Occasionally lift and/or move more than 100 pounds.
- Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
- May be exposed to wet and/or humid conditions and extreme cold.
- May occasionally be exposed to moving mechanical parts and high, precarious places.
- The noise level is usually moderate.
