Job summary

Whitman, Requardt & Associates, LLP is seeking Senior Utility Inspectors for water-sewer projects in the Harrisonburg and Charlottesville, VA area. You will manage field inspections, review contractor activities for conformance to plans, and coordinate with engineers and owners throughout the construction process.

The role requires 10+ years of utility construction inspection experience, proficiency in reading plans and specifications, and strong communication skills.

Qualifications

  • Minimum of 10 years of utility construction management and inspection experience on complex projects.
  • High School or State Equivalency Certificate required; Bachelor's degree preferred
  • Experience inspecting water/sewer underground utilities and monitoring conformance to plans/specs
  • Experience with mechanical/electrical systems and pump-station equipment including SCADA
  • Experience with Contract Administration: RFI/Submittals/Change Orders
  • Experience coordinating inspection across multiple crews
  • Experience tracking quantities and preparing inspection reports and as-built drawings
  • Must have a valid driver's license and clean driving record
  • Ability to read/interpret plans and specs; write/draw inspection reports
  • Basic computer skills (MS Office)
  • Additional Training: ACI Grade I, DEQ/ATSSA certifications desirable
  • VDOT materials certifications desirable

Responsibilities

  • Inspect full scope of work, including electrical/mechanical systems and pump stations
  • Prepare daily/weekly reports; coordinate material testing and testing logs
  • Review pay estimates for accuracy with Contractor
  • Prepare sketches/data for Engineer for PCOs
  • Manage RFI and Submittal Log; facilitate review/response process
  • Maintain diaries; perform calculations; track contractor schedules (CPM)
  • Communicate with Engineer/Owner/field staff; maintain project team rapport
  • Ensure safety and comply with permits and contract requirements
  • Oversee multiple crews; coordinate inspection duties and reporting

Job description

We are currently seeking qualified Senior Utility Inspectors for water-sewer utility construction projects in the Harrisonburg and Charlottesville, VA area. Available positions are to serve existing utility and service authority contracts within this region. Projects include large and complex pump stations and smaller task order-based water and sewer system upgrades.

The Utility Inspector is responsible for managing and performing daily construction management and inspection services for various types of utility projects and must have significant experience in utility construction, must be proficient at reading and interpreting plans, specifications, and shop drawings as well as overseeing construction document controls and enforcing contract compliance.

Responsibilities:
  • Construction management
  • Performing field inspection of Contractor's operations to see that they comply with contract documents
  • Inspection of full scope of work, including electrical and mechanical systems, and other equipment associated with pump stations and other similar utility facilities.
  • Preparing daily and weekly reports on work accomplished by Contractor; coordinating and observing materials testing and maintaining testing logs
  • Reviewing periodic pay estimates for accuracy with Contractor
  • Preparing sketches and assembling data for Engineer's use in making changes to the project (PCOs)
  • Managing the RFI and Submittal Log, and facilitating the review and response process
  • Keeping diaries and making reports on work accomplished and/or noted deficiencies; performing sophisticated, complicated mathematical calculations
  • Reviewing Contractor schedules including initial CPM and monthly updates
  • Communicating effectively with the Engineer, Owner and Owner’s operational and field staff on a regular basis, keeping them apprised of field conditions and maintaining active communications and excellent rapport with the Owner and the entire project team throughout the construction process
Qualifications:
  • Minimum of 10 years of specific utility construction management and inspection experience on complex utility projects
  • High School or State Equivalency Certificate required, Bachelor's degree preferred
  • Applicants must have demonstrated inspection experience with water and sewer underground utility construction and related utility rehabilitation projects requiring monitoring a contractor’s work for conformance to the design plans, specifications and general permit requirements
  • Experience with mechanical and electrical systems, and other equipment associated with pump stations, including SCADA.
  • Experience with Contract Administration functions including managing RFI and Submittal Logs, reviewing Change Orders, reviewing Contractor Schedules and communicating with the Owner, Contractor, and Engineer of Record.
  • Experience in coordinating inspection duties with multiple simultaneously operating crews
  • Experience tracking daily quantities, completing daily inspection reports, reviewing payment requisitions and maintaining field sketchbooks and as-built drawings.
  • Additional Training or Certifications:
  • ACI Concrete Field Testing Technician Grade I certification required
  • Erosion and Sediment Control certifications (i.e. DEQ Inspector’s Certification) and ATSSA Intermediate/TCS Work Zone Certification desirable
  • VDOT materials certifications desirable including Asphalt, Concrete, and Soils & Aggregate desirable.
  • Applicant must have a valid driver's license and clean driving record
  • Must have good communication skills
  • Must have the ability to read/interpret plans and specifications
  • Must have writing and drawing skills necessary to complete inspection reports and documentation
  • Basic computer skills (Microsoft Office Suite) are required

Must be willing to work nights and overtime, when required by the project assignment

Physical Requirements (Essential Functions):

This position requires the ability to perform a variety of physical tasks in the field as part of the essential job functions. Duties may include:

  • Walking and navigating across rough or uneven terrain such as mud, rocks, grass, dirt, and other unpaved surfaces
  • Moving around active project sites, which may involve climbing ladders, stairs, scaffolding, ramps, or poles
  • Performing physical activities such as bending, twisting, kneeling, and climbing
  • Remaining in a stationary position—either standing or sitting for extended periods of time
  • Repetitive motions involving the wrists, hands, and/or fingers
  • Lifting and/or moving objects weighing up to 50 pounds
  • Driving to and from project sites
  • Must be able to function safely in an environment with potential risks

The work environment may include exposure to a range of environmental conditions, including high and low temperatures, precipitation, and other outdoor elements. Work may also be performed in noisy conditions or confined/enclosed spaces.

The expected compensation range for this position is $70,000.00 - $135,000.00. This range represents a good faith estimate for this position. The specific compensation offered to a candidate may vary based on factors including, but not limited to, the candidate’s relevant knowledge, training, skills, work location, and/or experience.
