City of Inver Grove Heights is seeking a Utilities Billing Supervisor to lead the finance unit responsible for water, sewer, stormwater, and streetlight billing. You will supervise daily operations, manage staff, implement accounting controls, and coordinate rate and project analyses.

The role emphasizes customer service excellence, data integrity, and collaboration with the Finance Director and utilities team.

Qualificações

• Requires a Bachelor’s Degree in Accounting, Finance, Business Administration or closely related field.
• At least 3 years of progressively responsible public accounting experience.
• An equivalent combination of education and experience may be considered.

Responsabilidades

• Supervise the day-to-day operations of the Utility Billing Division within the Finance Department, prioritizing work and ensuring adequate customer service support.
• Participate in the recruitment and selection of department staff. Assigns work, provides training and support, resolves issues and evaluates performance of assigned staff.
• Develop and lead implementation and maintenance of accounting controls, procedures, and audit processes for utility billing.
• Coordinate and lead ongoing discussions with Finance Department utility workgroup.
• Oversee the full cycle of utility billing tasks: customer billing, payments, accounts, reporting.
• Manage customer experiences, including online payment portal, emails, and inquiries.
• Monitor delinquent accounts and assist in annual certification process.
• Oversee JPA utility agreements with Eagan and South St. Paul; analyze rate impacts.
• Perform year-end accruals and assist in audit workpapers.
• Assist in renewals of contracts for utility services and reconcile utility assets and CIP planning.
• Coordinate, review, and calculate annual allocations for utility enterprise funds.
