Job summary

Durham County Government is seeking a seasoned engineering leader to oversee the Publicly Owned Treatment Works and county utility systems. This role provides executive leadership for planning, operation, maintenance, regulatory compliance, and financial sustainability of water, wastewater, and related infrastructure.

You will supervise staff, manage budgets and contracts, advance CIP initiatives, ensure safety, and collaborate with county leadership, regulators, and stakeholders to support

Qualifications

• Bachelor’s degree in civil or environmental engineering or closely related field.
• Seven years of progressively responsible utility engineering, public works, or utility management experience.
• Three to five years of progressively responsible supervisory or management experience.
• Current NC Professional Engineer (P.E.) license.

Responsibilities

• Oversee operation and maintenance of water, wastewater, and collection systems.
• Provide executive-level guidance on regulatory compliance, budgeting, and strategic planning.
• Develop and administer the utility budget and long-range revenue forecasting.
• Manage contracts, procurement, and capital improvement program projects.
• Ensure safety standards and promote a culture of safety throughout the organization.
• Lead staff supervision, performance planning, and workforce development.
