Responsibilities

  • Central Requirements Intake: Consolidate UAS requirements across divisions, programs, test activities, ranges, demonstrations, exercises, and experimentation efforts.
  • Validation Process: Establish a repeatable intake and validation process capturing purpose, characteristics, quantity, timing, configuration, and conditions.
  • Enterprise Analysis: Analyze requirements to identify common needs, duplication, capability gaps, and consolidation opportunities.
  • Demand Forecasting: Develop forecasts based on scheduled tests, demonstrations, exercises, training events, and operational requirements.
  • Strategic Alignment: Maintain an enterprise requirements picture linking projected demand to inventory, procurement, funding, and priorities.
  • Leadership Advising: Advise leadership when demand exceeds inventory or resources and recommend priorities.
  • Inventory Framework: Develop and manage centralized UAS inventory and allocation framework.
  • Enterprise Visibility: Maintain visibility of UAS quantities, types, configurations, location, availability, condition, ownership, and utilization.
  • Operational Procedures: Establish procedures for requesting, prioritizing, issuing, transferring, recovering, repairing, replenishing, and retiring assets.
  • Resource Allocation: Allocate limited resources among subordinate organizations based on mission priority and guidance.
  • Dynamic Reallocation: Develop mechanisms for dynamically reallocating assets as priorities change.
  • Threshold Monitoring: Identify inventory thresholds and recommend replenishment actions.
  • Metrics Development: Develop metrics for utilization, expenditure, loss rates, availability, demand, lead times, and health.
  • Common Operating Picture: Provide leadership with a picture of inventory, requirements, shortages, and status.
  • UAS Technical Subject Matter Expertise: Serve as SME for UAS selection and employment in testing.
  • Operational Translation: Translate test objectives into UAS requirements and recommend platforms.
  • Sourcing Identification: Identify sources for UAS for tests, demonstrations, and training.
  • Market Research: Conduct market research and assess available UAS against requirements.
  • Technical Specifications: Develop specifications and requirements packages for acquisitions.
  • Contracting Collaboration: Work with contracting to develop strategies, SOWs, performance requirements, and evaluation criteria.
  • Source Selection: Provide technical expertise during source selection and vendor evaluation.
  • Strategic Agreements: Identify opportunities for enterprise contracts to reduce procurement timelines.
  • Lead-Time Tracking: Track lead times and recommend early procurement.
  • Rapid Sourcing: Coordinate rapid sourcing for emergent requirements.
  • Resource Management Integration: Align UAS requirements with available funding.
  • Stakeholder Integration: Integrate stakeholders across organizations involved in acquiring and employing assets.
  • Planning Participation: Participate in test planning to determine UAS requirements.
  • Suitability Advice: Advise on feasibility and suitability of proposed platforms.
  • Scenario Matching: Match capabilities to objectives and scenarios.
  • Asset Assessment: Determine whether existing inventory can satisfy requirements or if new platform is needed.
  • Representative Profiles: Develop profiles to evaluate systems under realistic conditions.
  • Lessons Learned: Capture lessons from tests to inform future sourcing and inventory decisions.
