Job summary

CITY OF PITTSBURGH is seeking a senior technical and program management leader within the Mobility & Infrastructure department. The role oversees complex transportation projects, provides mentorship, and drives process improvements to advance the city’s infrastructure programs.

The candidate will manage scoping, design, contracting, monitoring, and evaluation, serving as a delegated authority when senior leadership is absent.

Qualifications

• WORK EXPERIENCE: The application must clearly show four years of full-time experience as a Project Manager or Program Manager.
• EDUCATION/TRAINING: A Master’s Degree from a fully accredited institution is required in Civil Engineering, Traffic Engineering, Public Administration, Urban or Regional Planning, Public Policy, Architecture, Business Administration, Landscape Architecture or related field.
• EQUIVALENCY: Education/training and/or work experience may be substituted on a year-for-year basis to reach the total qualifying requirement of ten years.

Responsibilities

• Supervises and directs professional, technical, and clerical employees in engineering design and/or construction management of complex, multi-disciplined capital projects.
• Provides technical and programmatic leadership and strives toward continuous process improvement.
• Manages program areas (e.g., Complete Streets, Traffic Systems, Structures, Streets, Construction) and practices continuous process improvement and innovation.
• Plans, directs, and supervises all aspects of a program or project scope of work required for successful delivery.
• Develops scopes, work plans and schedules and manages budgets.
• Coordinates planning for engineering design and/or construction management of complex transportation capital projects; ensures work follows policies, procedures, rules and regulations.
