Job summary

Keolis Commuter Services in Boston seeks an experienced program leader to manage MBTA Commuter Rail projects from planning to acceptance. You will coordinate design, construction, testing and commissioning with multiple partners and ensure safety and regulatory compliance across complex, multi-site initiatives.

The role requires a decade of transit program management, strong scheduling and budgeting skills, and effective stakeholder communication.

Qualifications

  • Bachelor’s degree in Engineering, Construction Management, Transportation, or related technical field, or equivalent.
  • Minimum of ten (10) years in transportation or transit infrastructure program management.
  • Experience managing multi-site or program-level initiatives in public sector.
  • Know-how of project delivery: permitting, procurement, design, construction, cost control, schedule.
  • Familiarity with rail operating environments, safety, regulatory compliance, and multi-stakeholder coordination.

Responsibilities

  • Adhere to Keolis principles of Employee Engagement, Operational Excellence, Safety & Security, and Economic Performance.
  • Manage MBTA Commuter Rail programs from planning through construction, testing and acceptance.
  • Develop and track program schedules, milestones and cost forecasts per MBTA Investment Plan.
  • Coordinate design, construction, testing and commissioning with MBTA, operator, and partners.
  • Support procurement, contractor oversight, and vendor performance to meet MBTA standards and safety.
  • Coordinate construction phasing and work windows to minimize rail impacts.
  • Identify and manage program risks; provide status updates to MBTA leadership.
  • Support operational readiness including training coordination and system testing.
