Job summary

Horrocks seeks a Senior Transportation Planner to lead active transportation and multimodal projects across the Intermountain West, blending technical analysis with strategic planning leadership. The role emphasizes mobility, connectivity, and quality of life through trails and complete streets, working within a collaborative team.

This position requires 15+ years in transportation planning, strong GIS skills, and proven client engagement capabilities.

Qualifications

Bachelor's degree in Urban Planning, Transportation Planning, Civil Engineering, or related field is required.
15+ years of experience in transportation planning or multimodal project development.
Experience managing active transportation projects such as trails or multimodal networks.
Strong understanding of current national and local bicycle/pedestrian guidelines.
Proficiency in GIS and transportation planning tools.
Experience preparing technical reports, studies, and planning documents.
Excellent written and verbal communication; presentation to clients and public audiences.

Responsibilities

Lead and support planning of active transportation facilities (shared-use paths, trails, bike lanes, complete streets).
Manage corridor studies, concept studies, active transportation plans, feasibility studies, and NEPA/PEL-related planning.
Prepare and review technical memoranda, reports, and planning documents.
Coordinate with multidisciplinary teams (traffic, drainage, roadway, structures, utilities, right-of-way).
Lead project management activities (scope, schedule, budget, quality control).
Analyze transportation, land use, and mobility data to inform recommendations.
