Blue Sky Innovative Solutions LLC is seeking an experienced Contract Project Manager to support a high-visibility transformation initiative for DHS/CISA. Qualifications

10 years of progressive Federal program leadership and organizational transformation experience.
Experience leading complex transformation initiatives and operating-model design.
Ability to lead analysis, shape recommendations, and guide implementation.
Experience directing current-state assessments and future-state recommendations.
Proven client-facing leadership for Federal contracts or major initiatives.

Responsibilities

Lead Operational Assessment and Implementation workstreams and provide subject-matter direction.
Direct current-state assessment, organizational analysis, stakeholder engagement, synthesis, and future-state design.
Guide development of findings, governance, information flows, and measures of effectiveness.
Lead senior-level working sessions with CISA leaders, sponsors, and experts.
Review analytical work to ensure evidence-based conclusions and practical recommendations.
Translate findings into actionable priorities, implementation activities, and measurable outcomes.
Maintain connection between assessments and action while continuing analysis.
