Job Summary:

The Senior Training Specialist is responsible for designing, developing, implementing, and evaluating technical, operational, and compliance-based training programs. Utilizing the Systematic Approach to Training (SAT) and ADDIE instructional design methodology, the Senior Specialist will bridge operational needs and regulatory compliance to ensure a highly qualified, safety-conscious workforce.

This position requires a strong background in instructional leadership, program administration, and cross-functional team coordination, combined with the capability to interpret technical procedures and maintain meticulous document control within a highly regulated industrial or nuclear environmental cleanup setting.

Roles & Responsibilities

1. Instructional Design & Curriculum Development

• Systematic Approach to Training (SAT): Apply SAT and ADDIE methodologies to design, develop, and update technical, safety, and qualification-based training curricula.
• Material Design: Create comprehensive lesson plans, instructional guides, interactive presentations, student evaluations, and multimedia digital learning resources.
• Job & Task Analysis: Conduct thorough job and task analyses to identify workforce performance gaps and design targeted, competency-based learning solutions.

2. Training Facilitation & Classroom Delivery

• Instructor-Led Training (ILT): Deliver dynamic, engaging, and clear instructor-led training to groups ranging from small operations teams to organization-wide audiences.
• Classroom & Hands-on Instruction: Facilitate classroom, virtual, and hands-on technical/procedural training, verifying that employees master complex operational and safety concepts.
• Instructional Mentoring: Coach and mentor junior instructors, staff, and subject matter experts to improve overall presentation, instructional quality, and adult learning facilitation skills.

3. Program Management & Compliance Administration

• Qualification Program Development: Formulate, establish, and refine employee qualification programs to verify operational competencies and maintain site readiness.
• Document & Records Control: Maintain precise, auditable training documentation, qualification records, and compliance files, ensuring strict adherence to confidentiality and data privacy standards.
• Regulatory & Policy Alignment: Interpret complex organizational policies, state/federal regulations, and DOE training standards, integrating these compliance requirements seamlessly into training procedures.
• Continuous Improvement: Evaluate training program effectiveness through targeted assessments, post-training feedback, and continuous improvement reviews to optimize employee performance and organizational safety culture.

4. Operational & Project Coordination

• Event & Logistics Management: Lead the logistical planning, scheduling, budgeting, resource allocation, and execution of large-scale workforce development events and training cycles.
• Cross-Functional Collaboration: Partner with operations management, safety professionals, and subject matter experts (SMEs) to drive site-wide procedural changes and organizational improvement initiatives.

Requirements and Education:

• Minimum Education: Bachelor of Science or Bachelor of Arts in Education, Instructional Design, Human Resource Development, Exercise Science, or a related field focusing on physical wellness, instructional methodologies, or organizational leadership.
• Professional Certification/License: Hold or have held a professional educator license or advanced instructional certification. First Aid/CPR certification is highly desirable.
• Workforce Training Experience: Minimum of 10–13 years of progressive experience in instructional leadership, program development, education, or workforce training coordination.
• Regulated Environment Experience: Proven track record of operating within a highly regulated environment requiring strict procedural compliance and safety standards (e.g., educational systems, manufacturing, heavy industry, or federal contractor sites).
• Leadership Experience: At least 5 years of experience in a leadership, program coordinator, athletic director, or managerial capacity, with demonstrated success leading cross-functional teams and managing organizational initiatives.
• Continuous Safety Adherence: Demonstrated experience working in or managing environments emphasizing rigorous OSHA standards, hazardous materials handling, or nuclear facility safety culture.
• LMS & Virtual Platforms: Hands-on experience with Learning Management Systems (LMS), virtual training delivery software, and electronic Document Control Systems.
• Software Proficiency: Advanced user of the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and Google Workspace for data collection, reporting, and instructional content creation.
• Equipment Familiarity: General knowledge of industrial equipment operations, such as forklift operations, warehouse logistics, or facilities maintenance, to support operational technical training.
