Job summary

RSI is seeking a Senior Training Program Instructional Specialist to design, implement, and manage comprehensive training programs across industrial, nuclear, and health/safety disciplines. You will ensure regulatory compliance and oversee the full lifecycle of training administration within the DOE complex.

Ideal candidates bring 15+ years of DOE/regulated training experience, plus hands-on field background in nuclear maintenance or operations.

Qualifications

• Bachelor's degree in a closely related scientific/technical discipline.
• Minimum of 15 years of progressive experience designing, implementing, and managing industrial, nuclear, and health/safety-related training programs within the DOE, DoD, or regulated nuclear complexes.
• Field experience in nuclear facility maintenance, operations, or craft supervision (≥10 years).
• Deep familiarity with DOE directives, OSHA regulations, EPA standards, and DOT requirements.
• Experience administering LMS databases (LEARN, Moodle) and eLearning authoring tools (Captivate, Articulate).
• DOE/DoD security clearance (Q) preferred.
• Certifications in Environmental Restoration or related bodies.
• Affiliations with ATD/AGC and First Aid/ CPR certification.

Responsibilities

• Design, implement, and manage comprehensive industrial, nuclear, and health/safety training programs.
• Maintain training records including TIMs, TRMs, qualification standards and cards.
• Coordinate course reviews and training support teams; manage resources.
• Design and develop curricula for classroom, web-based, and hands-on training.
• Create scripts and storyboards using Articulate/Captivate; ensure safety basis alignment.
• Produce training procedures, white papers, and manuals.
• Deliver regulatory training including OSHA mandated courses.
• Instruct Nuclear Safety, Rad Worker protocols, and Safety Basis guidelines.
• Provide OJT, rigging and heavy equipment training; certify instructors.
• Coach and mentor subordinate instructors and evaluators.

Job Summary

The Senior Training Program Instructional Specialist is responsible for designing, implementing, and managing comprehensive industrial, nuclear, and health and safety-related training programs. This role supports high-consequence projects across the Department of Energy (DOE) complex, ensuring strict compliance with site-specific, agency-wide, and federal/state regulatory requirements. The ideal candidate will leverage extensive field experience in facility maintenance, operations, and engineering to deliver tailored, performance-based instruction and oversee the full lifecycle of training program administration.

Roles And Responsibilities

• Training Program Management & Administration
• Records & Compliance Tracking: Ensure the maintenance of Training Implementation Matrices (TIM), Training Requirements Matrices (TRM), Qualification Standards, and individual qualification cards/procedures.
• Resource Management: Practical instructions, coordinate course reviews, and subcontractor training support teams.
• Instructional Design & Course Development
• Instructional Systems Design (ISD): Utilize the ISD model to conduct comprehensive needs assessments, job/task analyses (JTA), and gap analyses for management, technical, and craft positions.
• Curriculum Development: Design, storyboard, write scripts, and develop complete classroom, web-based, and hands-on training programs using specialized software (e.g., Articulate, Captivate, Visual Basic).
• Technical Writing: Author and maintain training procedures, qualification guidelines, white papers, and instructional manuals aligned with safety basis requirements.
• Training Delivery & Instruction
• Safety & Compliance Instruction: Deliver critical regulatory training, including OSHA-mandated courses (Confined Space, Lockout/Tagout, Hazardous Energy Control, HAZWOPER, and Lead/Arsenic worker protections).
• Nuclear & Radiological Operations: Instruct specialized courses in Nuclear Criticality Safety, Radiation Worker (Rad Worker) protocols, Safety Basis guidelines, and Nuclear Material Control and Accountability (NMC&A).
• Technical & Craft Training: Provide on-the-job training (OJT), rigging/competent rigger certifications, heavy equipment operations, and facility maintenance procedures.
• Train-the-Trainer: Conduct coaching and mentoring seminars to qualify, evaluate, and certify subordinate instructors and field evaluators.
• Stakeholder & Liaison Coordination
• Liaison Duties: Act as the primary interface between the training division, site managers, quality assurance teams, safety committees, and prime contractor leadership.

Requirements And Education

• Bachelor’s degree in mathematics, Education, Engineering, Technical Education, or a closely related scientific/technical discipline.
• Minimum of 15 years of progressive experience designing, implementing, and managing industrial, nuclear, and health/safety-related training programs within the DOE, Department of Defense (DoD), or highly regulated commercial nuclear complexes.
• Field Experience: Minimum of 10 years of direct hands-on or supervisory experience in nuclear facility maintenance, operations, or craft shops (e.g., sheet metal, fabrication, mechanical systems) to ensure technical relevance in curriculum design.
• Regulatory Knowledge: Deep familiarity with DOE directives, OSHA regulations, EPA standards, and DOT requirements.
• Database & Tools Proficiency: Proven experience administering LMS databases (LEARN, Moodle) and utilizing eLearning authoring tools (Captivate, Articulate) alongside standard project management software (Microsoft Project).
• Security Clearance: Active or reinstatement-eligible DOE "Q" clearance (or equivalent DoD Top Secret) is highly preferred.
• Professional Certifications:
  • Environmental Restoration Waste Management Certified Instructor.
  • Affiliations with professional bodies such as the Association for Talent Development (ATD) or the Associated General Contractors (AGC).
  • First Aid / CPR certification.

Preferred Requirements And Education

• Direct experience supporting major Decontamination and Decommissioning (D&D) projects (e.g., K-25, Gaseous Diffusion Plants) or nuclear construction projects (e.g., Uranium Processing Facility).
• Prior service as a Training Manager or Program Manager for a prime DOE contractor (e.g., UCOR, Bechtel).
• Master of Science (MS) in Technological & Adult Education, Instructional Design, or a related field.
• Master of Business Administration (MBA) to support strategic program management and financial tracking.
