Job Summary

The Senior Industrial Technical & Safety Training Specialist is responsible for the design, development, delivery, and evaluation of high-impact technical, operational, and environmental safety training programs. Operating in a high-volume, highly regulated environment (specifically under Department of Energy [DOE], OSHA, and Department of Transportation [DOT] frameworks), this role ensures that all contractor and project personnel are thoroughly trained, certified, and compliant with federal, state, and company safety standards.

This role demands a unique combination of instructional design expertise (using the ADDIE model), dynamic classroom and field-based facilitation, and hands‑on technical proficiency with heavy machinery, mechanical systems, and material handling equipment.

Roles & Responsibilities

1. Curriculum Design & Development

• ADDIE Methodology: Utilize the ADDIE (Analysis, Design, Development, Implementation, Evaluation) framework to build, update, and evaluate robust safety and technical training curricula.
• Regulatory Alignment: Ensure all training materials strictly align with OSHA (General Industry 1910 and Construction 1926), DOE Safety Orders, DOT/HAZMAT compliance, and other relevant federal and state regulations.
• SOP & Risk Management: Translate standard operating procedures (SOPs), hazard analyses, and technical manuals into accessible, engaging instructional guides and training aids.

2. Training Delivery & Field Facilitation

• High‑Volume Facilitation: Deliver comprehensive safety and technical training sessions to diverse groups of adult learners, ranging from small classroom settings to large audiences of up to 100 learners per session.
• Specialized Technical Instruction: Conduct hands‑on field training and theoretical instruction in mechanical fabrication, advanced diesel/gasoline engine systems, pneumatics, hydraulics, heavy‑duty powertrains, and rigging.
• Equipment Certification: Serve as the designated certifying authority for heavy‑wheeled vehicles, forklifts (Classes I‑VII), earth‑moving machinery, and specialized material handling systems.
• Safety & Compliance Training: Instruct and certify personnel in critical safety courses including OSHA 30‑Hour, HAZWOPER, HAZMAT transport, fire prevention, and emergency response.

3. Learning Management & Compliance Administration

• LMS Administration: Manage and maintain student registrations, course scheduling, and certification tracking using enterprise Learning Management Systems (LMS).
• Records Integrity: Audit and update employee training databases to ensure complete data integrity for federal compliance audits and site inspection reviews.
• Reporting: Generate automated compliance reports and track key training metrics, keeping operations management apprised of personnel readiness and training gaps.

4. Continuous Program Improvement

• Effectiveness Evaluation: Implement data‑driven evaluation strategies and Kirkpatrick‑aligned assessments to measure training effectiveness and retention.
• Continuous Feedback Loop: Analyze feedback and compliance rates to drive continuous improvements in curriculum design, delivery techniques, and site‑wide safety culture.
• Mentorship: Provide coaching, feedback, and developmental support to junior training specialists and field instructional assistants.

Requirements and Education:

• Minimum Education: Bachelor of Science in Occupational Safety and Health, Industrial Safety, Emergency Management, or a closely related technical discipline.
• Alternative Qualifications: A combination of a relevant technical trade diploma (e.g., heavy diesel, vehicle systems, welding) and extensive military leadership training (e.g., Ordnance School, Advanced Leader Course) may be considered in lieu of a degree.
• Academic/Professional Excellence: A strong academic record (GPA 3.5 or higher) and/or professional honors indicating mastery of safety and instructional concepts is highly preferred.
• Professional Training Experience: Minimum of 8–10 years of progressive experience in developing, delivering, and managing technical and industrial safety training programs.
• Regulated Environments: At least 3 years of experience operating within a highly regulated facility, preferably a Department of Energy (DOE) site, Department of Defense (DOD) facility, or heavy industrial manufacturing plant.
• Military Leadership (Preferred): A strong background in military technical leadership (e.g., Motor Sergeant, Operations Manager, Vehicle Recovery Specialist) with a demonstrated ability to direct multi‑person maintenance and training operations is highly desirable.
• Safety Record: A proven track record of maintaining a 100% accident‑free record while operating, supervising, and instructing personnel on heavy equipment and high‑consequence operations.
• LMS Platforms: Advanced capability in administering enterprise‑level Learning Management Systems, managing database structures, and configuring automated tracking and compliance reporting.
• Diagnostic & Maintenance Software: Familiarity with heavy equipment and vehicle diagnostic tools (e.g., EMS NG, CAT ET, GCSS‑Army, FEDLOG) to support technical training.
• Industrial Equipment Operations: Proficient in the operation, rigging, and safety protocols for heavy‑wheeled tactical vehicles, earth‑moving machinery, forklifts, and Modular Catastrophic Recovery Systems.
• Fabrication & Mechanical Systems: Practical understanding of advanced diesel and gasoline engines, high‑pressure pneumatics/hydraulics, welding (Oxy‑Acetylene, Argon/CO2), and metal fabrication to effectively train technicians.

Preferred Requirements and Education:

Candidates holding one or more of the following credentials will be given priority consideration:

• Graduate Safety Practitioner (GSP) or Certified Safety Professional (CSP) from the Board of Certified Safety Professionals (BCSP).
• Associate Safety and Health Manager (ASHM).
• Certified Demonstrated Logistician (DL).
• OSHA 30‑Hour (General Industry/Construction) and HAZWOPER 40‑Hour certifications.
• Technical Transportation of Hazardous Materials (HAZMAT) Certification.
• Basic Instructor Training / Professional Facilitator credentials.
• First Responder / Combat Lifesaver (CLS) certification.
