The role designs and delivers training for new systems, processes, and operational changes, ensuring users are prepared for go-lives. The ideal candidate brings public-sector system implementations, instructional design expertise, and proven training delivery across instructor-led, virtual, and train-the-trainer

Qualifications

• Experience supporting Health and Human Services (HHS) system implementations.
• Experience with state, local, or federal government technology modernization initiatives.
• Strong background in instructional design, curriculum development, adult learning principles, and training facilitation.
• Experience delivering instructor-led, virtual, self-paced, and train-the-trainer programs.
• Proficiency with Learning Management Systems (LMS) and e-learning development tools.
• Experience supporting organizational change management, system implementations, and end-user adoption.
• Proficiency with Microsoft 365, Teams, SharePoint, PowerPoint, and Excel.
• Strong communication, stakeholder management, and organizational skills.

Responsibilities

• Develop and execute training plans aligned with project timelines, implementation milestones, and OCM strategies.
• Conduct training needs assessments to identify learning objectives, knowledge gaps, and impacted user groups.
• Design role-based curricula and instructional materials, including facilitator guides, presentations, e-learning modules, system demonstrations, and job aids.
• Translate complex system functionality, business processes, policies, and regulatory requirements into practical training content.
• Facilitate instructor-led, virtual, and train-the-trainer sessions using adult learning principles.
• Collaborate with project managers, business analysts, technical teams, and subject matter experts to develop and validate training materials.
• Coordinate training schedules, resources, communications, and logistics across multiple projects.
• Utilize Learning Management Systems (LMS) to track participation, completion, learner feedback, and training effectiveness.
• Support implementation readiness, go-live activities, post-implementation training, and knowledge transfer.
• Monitor training progress, maintain documentation, and communicate risks and status updates to project leadership.
