STV has an exciting opportunity for a Senior Traffic Engineering Design Manager to lead and grow our Texas traffic engineering practice, delivering smarter mobility solutions for TxDOT, municipalities, and transit agencies.

You will oversee planning through PS&E, mentor staff, manage client relationships, and guide projects across ITS, signals, illumination, and signing. A Texas PE license and 16+ years of experience are preferred.

Senior Traffic Engineering and Design Project Manager

STV has an exciting opportunity for a Senior Traffic Engineering Design Manager to play a key leadership role in expanding our traffic engineering design practice in Texas. This is a high-impact position for someone who wants to lead visible transportation projects, influence the direction of a growing practice, and help deliver smarter, safer, and more connected mobility solutions across the region.

In this role, you'll bring together technical leadership, client partnership, and team development. You'll guide complex work in traffic signals, ITS, roadway illumination, signing and pavement marking, and traffic operations, while working closely with STV's Roadway, Mobility Technologies, and Transit teams to solve real transportation challenges for TxDOT, municipalities, transit agencies, and other key partners. Responsibilities include project delivery, staff development, client management, and growing traffic engineering business districtwide. The role has the potential to lead traffic design delivery for the district and play a key role in strategic growth initiatives.

What You'll Do

• Lead traffic engineering, ITS, signal, and illumination projects from planning through final PS&E.
• Serve as a Design Manager, Project Manager, or Technical Lead on major transportation assignments.
• Build trusted relationships with TxDOT districts, municipalities, transit agencies, and other key transportation clients.
• Support growth by identifying opportunities, shaping pursuit strategies, preparing proposals, and participating in interviews.
• Help grow the local traffic engineering design practice through mentoring, staff development, recruiting, and resource planning.
• Partner with STV's Mobility Technologies and Transit teams to deliver multimodal and technology-forward transportation solutions.
• Manage project scope, schedule, budget, quality, and client satisfaction.
• Provide technical guidance and quality oversight for traffic signals, ITS, illumination, signing, pavement marking, and traffic operations work.

What You'll Bring

• Bachelor's degree in Civil Engineering or a related field.
• 16+ years of progressive traffic engineering experience.
• Texas Professional Engineer (PE) license.
• Strong technical background in ITS, traffic signal design, roadway illumination, traffic operations, and PS&E development.
• Established relationships with TxDOT, municipal, county, toll authority, and/or transit clients in Texas.
• Proven ability to manage projects, lead teams, and strengthen client relationships.
• Experience supporting business development, proposals, and project interviews.
• A collaborative leadership style with strong communication, mentoring, and team-building skills.

Compensation Range:
