Senior Technical Proposal Engineer – Primary

About the Role

We are seeking a Senior Technical Proposal Engineer to take a lead role within the Tender Department, providing technical leadership across major electrical infrastructure bids and proposals. This position will be responsible for owning the technical development of complex tender submissions, working closely with engineering, estimating, commercial, procurement, suppliers, subcontractors, and senior management to develop technically robust and commercially competitive solutions.

The successful candidate will bring strong technical knowledge of high-voltage electrical infrastructure, combined with the ability to understand client requirements, develop project solutions, identify risks and opportunities, and confidently present technical proposals to internal and external stakeholders. This is a senior position with significant opportunity to influence bid strategy, mentor junior engineers, and contribute to the continued growth of the U.S. business.

Key Responsibilities

• Lead the technical development and delivery of complex tender and proposal submissions from initial review through final submission.
• Take ownership of technical bid strategy, ensuring proposed solutions align with client requirements, specifications, applicable standards, and commercial objectives.
• Review tender documentation and identify key technical requirements, risks, exclusions, assumptions, and opportunities.
• Develop and evaluate technical solutions for high-voltage electrical infrastructure projects.
• Identify value engineering and alternative design opportunities to improve cost, constructability, programme, and overall project value.
• Specify and evaluate major electrical equipment and systems, ensuring compliance with technical and client requirements.
• Coordinate technical deliverables including Single Line Diagrams (SLDs), layouts, general arrangements, equipment schedules, calculations, technical specifications, methodologies, and Project Execution Plans.
• Work closely with estimating and commercial teams to ensure technical proposals are accurately reflected in project pricing and scope.
• Engage directly with clients, consultants, suppliers, subcontractors, and internal engineering teams to resolve technical queries and develop appropriate solutions.
• Lead technical clarification processes and contribute to client presentations, negotiations, and tender interviews.
• Review supplier and subcontractor proposals and provide technical input into procurement strategies.
• Assess technical risks associated with proposed solutions and develop appropriate mitigation strategies.
• Provide technical input into project execution strategies, methodologies, schedules, and resource requirements.
• Support the transition of successful bids from the Tender team into Engineering and Project Delivery.
• Provide technical leadership and mentorship to junior and mid-level proposal engineers.
• Contribute to continuous improvement of tender processes, templates, technical standards, and best practices.
• Maintain accurate and comprehensive technical tender documentation.

Key Requirements

• Bachelor's degree in Electrical Engineering or a related engineering discipline, or equivalent technical qualification/experience.
• 7+ years of relevant experience within electrical engineering, power infrastructure, HV transmission/distribution, electrical contracting, or a closely related environment.
• Strong experience developing technical proposals, tenders, bids, or preconstruction solutions for complex electrical infrastructure projects.
• Demonstrated understanding of high-voltage electrical systems and associated equipment.
• Experience working with multidisciplinary engineering and project teams.
• Previous experience taking technical ownership of major bids or proposals.
• Experience working with clients, consultants, suppliers, subcontractors, and internal stakeholders.
• Strong understanding of project costs, commercial considerations, procurement, and constructability.
• Experience with data centers, utilities, renewable energy, substations, transmission, or other major power infrastructure is highly desirable.
• Previous leadership, mentoring, or team management experience preferred.
