InfoPeople Corporation is seeking a Senior Technical Project Manager to plan, estimate, and deliver complex enterprise technology initiatives in a fast-paced New York environment.

You will translate high-level business requirements into executable project plans, credible estimates, and delivery milestones, while managing scope, schedule, budget, and risk in collaboration with architects, developers, and vendors.

Responsibilities

• Lead end-to-end delivery of enterprise-scale technology projects across application development, modernization, and cloud initiatives.
• Decompose high-level business and technical requirements into detailed WBS, schedules, and delivery plans.
• Develop and maintain Microsoft Project plans with dependencies, critical path, and resource loading.
• Track and report project health (schedule, cost, scope, risks) to senior stakeholders and executives.
• Proactively manage scope changes, risks, and mitigation strategies to ensure predictable delivery.
• Create credible effort, cost, and timeline estimates based on evolving requirements.
• Support pre-sales and delivery planning by developing staffing models and delivery approaches.
• Validate estimates produced by technical leads, architects, and vendors.

The Senior Technical Project Manager is responsible for planning, estimating, and delivering complex, enterprise-scale technology initiatives. This role requires strong technical acumen, rigorous execution discipline, and the ability to motivate cross-functional teams while managing scope, schedule, budget, and risk. The ideal candidate can translate high-level business requirements into executable project plans, credible estimates, and delivery milestones, and can contribute directly to proposal development and RFP responses.

Key Responsibilities

Project Delivery & Execution

• Lead end-to-end delivery of enterprise-scale technology projects (10–15+ man-years of effort) across application development, modernization, and cloud initiatives
• Decompose high-level business and technical requirements into detailed work breakdown structures (WBS), schedules, and delivery plans
• Develop and maintain Microsoft Project plans, including dependencies, critical path, resource loading, and baseline management
• Track and report on project health (schedule, cost, scope, risks, issues, dependencies) to senior stakeholders and executives
• Proactively manage scope changes, risks, and mitigation strategies to ensure predictable delivery
• Create credible effort, cost, and timeline estimates based on incomplete or evolving requirements
• Support pre-sales and delivery planning activities by developing staffing models, assumptions, and delivery approaches
• Validate estimates produced by technical leads, architects, and vendors

Technical & Architectural Alignment

• Work closely with solution architects and engineering teams to ensure alignment withcloud (AWS and/or Azure) architectures and enterprise standards
• Demonstrate working knowledge of AI/ML concepts, including where AI can be applied responsibly within enterprise solutions (e.g., analytics, automation, decision support)
• Ensure non-functional requirements such as security, performance, scalability, and compliance are planned and tracked
• Lead and motivate cross-functional teams (engineering, QA, DevOps, data, vendors, and business stakeholders)
• Establish clear expectations, accountability, and delivery cadence
• Resolve delivery conflicts and remove impediments to maintain team momentum

RFP & Proposal Support

• Contribute to RFP responses, including project approach, timelines, staffing plans, assumptions, and risk mitigation
• Translate technical and delivery concepts into clear, persuasive written content suitable for evaluators
• Ensure proposed schedules and estimates are realistic and defensible

Required Qualifications

Education

• Bachelor’s Degree in Computer Science or related

Experience

• 10+ years of experience managing large-scale IT or digital transformation projects
• Proven delivery of enterprise programs totaling 10–15+ man-years of effort

• Experience working with distributed teams and multiple vendors
• Demonstrated success managing projects with evolving or high-level requirements

Technical Skills

• Strong understanding of software development life cycle (SDLC) and modern delivery methodologies (Waterfall, Agile, Hybrid)
• Hands-on experience with Microsoft Project for detailed scheduling and resource planning
• Working knowledge of cloud platforms: AWS and/or Microsoft Azure
• Foundational understanding of AI/ML concepts and their enterprise use cases
• Ability to engage credibly with architects, developers, DevOps, and data teams

Core Competencies

• Technically savvy with the ability to translate business needs into executable plans
• Detail-oriented with strong analytical and organizational skills
• Excellent written and verbal communication skills, ability to review/create project artifacts (i.e Use Case, Test Cases, User Manuals, Run book etc).

Preferred Qualifications

• Experience in public sector, regulated, or enterprise environments
• PMP, PMI-ACP, or equivalent certification (preferred but not required)
• Prior involvement in cloud migration, modernization, or AI-enabled initiatives
