Job description

ES&F is looking for a transformational leader who can bring together strategy, cybersecurity, technology, and execution to drive Vanguard's Zero Trust vision. The successful candidate will lead a multi-year enterprise program that spans identity modernization, adaptive access, privileged access, cryptographic resilience, post-quantum readiness, and API security. Working directly with senior leaders and technical experts across the firm, you will help define the future-state security architecture, influence key strategic decisions, and deliver measurable improvements to Vanguard's security posture and operational resilience. This is not a traditional project or program management role.

Responsibilities:
  • Manage technology-related programs or major technical workstream of a broader program. Ensures that the scope of the projects within the broader transformation or program align with business priorities and that business value is properly measured for prioritization.
  • Develops and maintains broad knowledge and awareness of Financial Services industry forces, competition, and trends to assess viability of approaches and strategies to technology-related programs. Monitors financial, legal, and other regulatory environments to ensure strategies are aligned with the overall company strategy and market conditions.
  • Communicates with stakeholders, leaders, team members, management, and department partners to ensure that requirements and priorities are understood. Monitors project progress and results and submit regular status reports to management and internal and external stakeholders. Ensures the development and execution of change management and communication plans.
  • Builds and maintains relationships across program stakeholders and proactively fosters effective communication between internal and external parties. Drives key decisions to ensure alignment with overarching goals across stakeholders.
  • Ensure all steps are taken to mitigate risk and maintains control, compliance, audit, and legal requirements on technology projects. Maintains an appropriate level of technical and business knowledge to support program implementation.
  • Participates in special projects and performs other duties as assigned.
Lead the Enterprise Zero Trust Program
  • Own end-to-end delivery of the Zero Trust portfolio across all workstreams.
  • Maintain the integrated roadmap, milestones, dependencies, risks, and outcomes.
  • Drive execution across Adaptive Access, JIT Privileged Access, PKI, Post-Quantum Cryptography, and API Security initiatives.
Drive Executive Governance & Decision Making
  • Establish and lead SteerCo, working groups, and executive reviews.
  • Prepare executive-level reporting, status, risks, funding recommendations, and decision requests.
  • Escalate and resolve cross-functional delivery obstacles.
Orchestrate Cross-Organizational Delivery
  • Align priorities across Identity, Cloud Security, Endpoint Security, Infrastructure, Application Security, Architecture, Engineering, Risk, Compliance, and Operations.
  • Manage dependencies spanning multiple organizations and vendors.
  • Build consensus where the TPM has influence but not direct authority.
Manage Program Financials
  • Own program planning, forecasting, funding, resource allocation, and business case management.
  • Track delivery against approved investment strategy and workforce plans.
Measure Risk Reduction Outcomes
  • Define KPIs, OKRs, adoption metrics, and risk-reduction measures.
  • Ensure the program demonstrates measurable security outcomes rather than simply delivering technology.
Lead Change Management & Adoption
  • Coordinate communications, readiness, training, and adoption activities.
  • Drive enterprise adoption of new security controls and operating models.
  • Partner with stakeholders to minimize user and developer friction.
Qualifications:
  • 10+ years of experience in program or portfolio management within cybersecurity, IAM, or enterprise technology.
  • Demonstrated experience running large, cross‑functional security programs with multiple technical workstreams.
  • Strong understanding of Identity security principles
  • Proven ability to communicate complex initiatives in clear, executive‑level language.
  • Undergraduate degree in related field (Computer Science, Engineering) required. Graduate degree preferred.
