Qualifications

  • Experience leading implementation or enhancement projects for SaaS, PaaS, and COTS vendor platforms.
  • Ability to effectively communicate with written and verbal communication to all levels of an organization, from frontline staff to C-level executives.
  • Ability to manage complex, multi-system programs over extended delivery cycles.
  • Experience leading cross-functional teams across business, legal, compliance, IT, and vendors.
  • Strong analytical and decision-making skills applied to multi-system impact analysis, risk mitigation, and cross-agency coordination.

Responsibilities

  • Manage the complete lifecycle of projects, including initiation, planning, requirements gathering, execution, and closure.
  • Ensure project compliance with established agency and project management standards and procedures.
  • Develop detailed program and project plans, defining tasks, milestones, scope, budget, and resources.
  • Accountable for the delivery of all tasks identified in the program/project plan.
  • Capture and report required program/project management metrics.
  • Manage scope changes following established procedures and documenting all adjustments, gaining agreement and approval from stakeholders.
  • Track program/project progress against the plan and monitor milestones to ensure schedule adherence, taking corrective actions as needed.
  • Prepare weekly status reports for project teams, sponsors, leads, and stakeholders.
  • Plan, organize, prioritize, and manage multiple work efforts across various teams.
  • Tailor and baseline all program/project templates.
  • Schedule and monitor status reviews, peer reviews, program/project management inspections, and software quality assurance reviews.
  • Communicate project timelines, milestones, phases, work requests, and target dates to team leads.
  • Liaise with users, external partners/vendors, and other agencies as necessary.
  • Analyze and distribute reports on program/project metrics.
  • Obtain approval and sign-off on program/project plans from sponsors and stakeholders.
  • Build and maintain relationships with key stakeholders and project sponsors.
  • Serve as the primary point of contact for all program/project-related issues and their resolution.
  • Anticipate and proactively address potential issues.
  • Coordinate and present proposals to agencies as required.
  • Identify and manage program/project risks, developing and tracking mitigation strategies.
  • Develop and facilitate achievement of program/project service commitments and performance metrics.
  • Ensure tasks provide value, support strategic direction, and meet service commitments through stakeholder reviews.
  • Conduct final program/project management evaluation reviews with stakeholders for approval upon completion.
  • Communicate effectively with customers and software/hardware suppliers.
  • Balance workload with program/project team members’ capacity.
  • Communicate with team members on how their assignments contribute to program/project objectives.
