Position Overview
As the Senior Talent Management Specialist, you will serve as the principal advisor and lead practitioner for all matters related to human capital and talent strategy. You will be responsible for the end-to-end talent lifecycle, from recruitment and onboarding to professional development, performance management, and succession planning. Operating with significant autonomy, your focus is to ensure DASA DE&C has the right people with the right skills in the right roles to execute its high-stakes national security mission. This is not a transactional HR role; you are the strategic architect of the organization's most valuable asset: its people.
Core Duties and Responsibilities
- Strategic Talent Acquisition & Onboarding: Lead the development of targeted recruitment strategies to attract high-caliber military, civilian, and contractor personnel. Oversee the new hire orientation and onboarding process, ensuring a seamless and effective integration into the organization's culture and mission.
- Performance and Engagement Management: Advise leaders on best practices for performance management, employee engagement, and recognition. Develop and manage programs that foster a high-performance culture, drive employee satisfaction, and improve retention of key talent.
- Leader and Employee Development: Design and implement a comprehensive professional development framework. Conduct needs analyses to identify skill gaps and create tailored training plans, career paths, and mentorship programs that cultivate the next generation of leaders.
- Succession Planning and Workforce Analysis: Lead the organization's succession planning process for critical roles. Analyze workforce demographics, skills, and competencies to provide leadership with data-driven insights for strategic human capital decisions and long-term organizational design.
- Culture and Organizational Effectiveness: Champion initiatives to strengthen organizational culture and effectiveness. Develop and analyze employee feedback surveys, lead focus groups, and provide actionable recommendations to leadership on improving communication, collaboration, and overall workplace health.
- Location: Arlington, VA
- Travel: May be required up to 25% of the time to CONUS locations for temporary duty (TDY).
- Schedule: Standard business hours, with occasional evening or weekend work as required by mission needs.
- Remote Work: Remote work may be authorized.
- Collaboration: This role requires constant, close collaboration with DASA DE&C leadership, directorate managers, and all personnel to drive talent initiatives. Regardless of physical location, all team members are required to maintain a full virtual presence and actively participate in team meetings, discussions, and collaborative efforts via MS Teams, or other collaborative applications as directed during core business hours.
Experience and Skills
- Security Clearance: Must possess an active Secret security clearance.
- Education: Bachelor’s degree in Human Resources, Organizational Psychology, Business Administration, or a related field is required.
- Experience:
- o A minimum of seven to ten (7-10) years of progressive experience in talent management, organizational development, or as a strategic HR Business Partner.
- o Proven experience designing and implementing programs in at least three of the following areas: performance management, leadership development, succession planning, employee engagement, or recruitment strategy.
- o Demonstrated experience advising and providing counsel to senior-level managers or executives on human capital matters.
- o Expert knowledge of modern talent management principles, frameworks, and best practices.
- o Superior consulting, coaching, and facilitation skills.
- o Strong analytical skills, with the ability to interpret workforce data and provide strategic recommendations.
- o Exceptional interpersonal and communication skills, with a proven ability to build trust and influence at all levels of an organization.
- o High degree of discretion and sound judgment in handling sensitive personnel information.
Preferred Qualifications
- Education: Master’s degree in a relevant field (e.g., MBA with HR concentration, MS in Organizational Development).
- Certifications: Professional certifications such as SHRM-SCP/CP, SPHR/PHR, or certifications in coaching, assessment tools (e.g., DiSC, Hogan), or change management.
- Experience: Experience working within a DoD, federal government, or defense industry environment, particularly supporting a mixed workforce of military, civilian, and contractor personnel.
The salary range for this role is $160,000 to $170,000; however, Sigmatech considers several factors when extending an offer, including but not limited to, experience, education/training, key skills, location and often contractual requirements.
