Job summary

Fibertek, Inc. seeks an experienced Systems Engineer to serve as the Test Manager for the Army Javelin Seeker program. You will provide programmatic T&E oversight across the full life cycle, ensuring test planning, readiness, execution, and reporting align with requirements and risk management.

You will lead T&E WIPTs, manage RVTM, and coordinate with Army test centers to deliver rigorous verification and executive-level briefings. US citizenship is required.

Qualifications

• Bachelor’s degree in Aerospace, Electrical, Mechanical, Optical, or Systems Engineering, or related STEM discipline.
• Minimum of 10 years of progressive systems engineering and Test & Evaluation experience in defense programs.
• Experience supporting qualification, verification, and T&E across the full life cycle.
• Working knowledge of U.S. Army T&E processes with government stakeholders.
• Ability to lead complex T&E efforts with limited day-to-day direction.
• Experience developing or assessing test plans, procedures, readiness docs, and test reports for complex defense systems.
• Experience supporting EO/IR systems, seekers, sensors, or electro-optical payloads.
• Strong briefing, analytical, and technical writing skills.
• Ability to communicate technical results to government and contractor stakeholders.
• U.S. citizenship is required.

Responsibilities

• Author, update, and staff T&E strategy and plans in alignment with specs and Army regulations.
• Lead T&E WIPTs and chair TRRs; participate in reviews and technical interchange meetings.
• Guide test activities per SEP; manage RVTM for rigorous verification and closure.
• Ensure traceability between requirements, verification, qualification events, and test results.
• Establish sub-working groups and coordinate cross-IPT data sharing; elevate unresolved risks.
• Manage the T&E schedule within IMS; coordinate with ATEC, RTC, WSMR, PMOs and labs.
• Provide oversight of contractor-performed tests; review test strategies and reports for rigor and compliance.
• Witness on-site and lab tests; monitor data collection for independent evaluations.
• Support technical assessment of test adequacy, qualification, system performance, and risk.
• Lead investigations for test anomalies and regression testing; monitor mitigation plans.
• Identify, monitor, and track T&E programmatic risks and mitigation plans.
• Synthesize data and risk assessments into executive briefings and recommendations for MDAs.
