Job summary

Qualifications

• Bachelor’s in a management or technical discipline with 14+ years of experience (or higher degrees with fewer years).
• 10+ years DoD/IC acquisitions experience.
• 5+ years managing R&D portfolios.
• 5+ years developing R&D budgets.
• 5+ years Program/Project Management experience.
• 10+ years providing Systems Engineering management/support.
• Experience planning classified cost-reimbursement or sole source contracts.
• Active TS/SCI with polygraph eligibility.

Responsibilities

• Provide expert-level technical project management and systems engineering support for maritime R&D programs.
• Propose creative and flexible acquisition strategies to meet requirements.
• Develop technology roadmaps and phased maturity plans to close capability gaps.
• Support technology transition from R&D to acquisition projects.
• Contribute to program budgets and justification narratives for senior leadership.
• Create briefs, memoranda and testimonies for oversight boards and committees.
• Capture milestones and metrics for internal management and reporting.
• Coordinate across directorates to translate technical details into capability requirements.
• Travel 10–15% for program reviews and cross-directorate coordination.
