Howell Kline Surveying, LLC is seeking a Senior Survey Project Manager and Professional Land Surveyor with 10+ years of land surveying experience to lead survey crews for diverse federal, state, and private projects. The role directs planning, field operations, QA/QC, budgeting, and client relationships, ensuring on-time, on-budget delivery and compliance with professional standards.

Qualifications

• Professional Land Surveyor license in PA/DE required.
• 10+ years of land surveying experience with boundary/topographic/land development expertise.
• Proven leadership in managing survey teams, operations and project delivery.
• Demonstrated ability to review, certify, and take responsibility for survey deliverables.
• Strong understanding of boundary law, title research, and survey standards.
• Experience managing projects, budgets and team utilization.
• Proficient with AutoCAD Civil 3D, Carlson, and modern survey equipment/technology.
• Client-facing experience including scoping, proposals, and relationship management.

Responsibilities

• Oversee all survey operations from planning through delivery.
• Lead and manage the survey department, including staff performance and direction.
• Serve as the technical authority ensuring accuracy and adherence to standards.
• Establish and enforce QA/QC processes across data, mapping and deliverables.
• Own project delivery performance, ensuring timely and on-budget completion.
• Manage client relationships and act as senior advisor to stakeholders.
• Oversee departmental budgeting, forecasting, utilization, and profitability.
• Collaborate with engineering and environmental teams for land development projects.
• Develop and mentor team members and promote licensure.
