Job summary

ESP Associates, Inc. seeks a Senior SUE Project Manager to lead Subsurface Utility Engineering project delivery across Texas. You will oversee scope, schedule, budget, and client expectations while supporting marketing, staff development, and coordination with utility owners, agencies, and contractors.

You will mentor SUE staff, review utility plans, and guide investigation strategies from planning through construction, ensuring high-quality deliverables and compliance with state requirements.

Qualifications

• High school diploma or GED (required).
• Associate or bachelor's degree in engineering, construction management, planning, geography, geomatics, business, or related technical field (preferred).
• Minimum of 8 years of experience in SUE, utility coordination, utility engineering, right-of-way, roadway design, construction coordination, or related infrastructure project delivery (required).
• Experience managing SUE projects, including scope, schedule, budget, staffing, client coordination, deliverables review, and quality control.
• Knowledge of SUE Quality Levels A–D, utility designation, test hole coordination, utility mapping, conflict identification, permitting, and right-of-way coordination.
• Experience supporting marketing or business development activities, including proposal preparation, scope narratives, fee development, and client meetings.

Responsibilities

• Lead SUE project delivery for transportation and civil infrastructure across Texas.
• Manage project scope, schedule, budget, staffing, deliverables, and client expectations.
• Support marketing and business development, including client relationships, pursuit strategy, proposals, scope, and estimates.
• Develop and manage project budgets and monitor financial performance; coordinate corrective actions as needed.
• Train, mentor, and develop SUE staff in procedures, safety, and client service.
• Review plans, utility records, and SUE deliverables to identify conflicts and guide investigations.
• Coordinate with utility owners, TxDOT, local governments, engineers, and stakeholders; lead coordination meetings.
