Job summary

ESP Associates, Inc. seeks a Senior SUE Project Manager to lead subsurface utility engineering for transportation and infrastructure projects across Texas, coordinating with clients, staff, and stakeholders from planning through construction.

The role manages scope, schedule, budget, and quality, while supporting marketing, proposals, and team development. Strong communication and SUE proficiency, plus travel to project sites, are required.

Qualifications

• Minimum of 8 years of experience in SUE or related infrastructure delivery.
• Experience managing SUE projects including scope, schedule, budget, staffing, client coordination, and QA.
• Strong knowledge of SUE Quality Levels A–D, utility designation, test hole coordination, and right-of-way coordination.
• Experience supporting marketing or business development activities, including proposal preparation and client meetings.
• Experience developing, managing, and tracking project budgets and labor planning.
• Ability to read, interpret, and redline civil and utility plans including Bentley View.

Responsibilities

• Lead ESP SUE project delivery for roadway, drainage, bridge, transit, municipal, and civil infrastructure projects across Texas.
• Manage project scope, schedule, budget, staffing plans, deliverables, and client expectations.
• Support marketing and business development with client relationships, pursuit strategy, and proposals.
• Develop and manage project budgets, monitor performance, and coordinate corrective actions.
• Train, mentor, and develop SUE staff in procedures, safety, and client service.
• Review plans, utility records, and SUE deliverables to identify potential conflicts and guide investigations.
• Coordinate with utility owners, TxDOT, local governments, engineers, and stakeholders.
• Facilitate SUE/utility coordination meetings and track action items and commitments.
