Job summary

Haley & Aldrich is seeking a Senior Water Resources Engineer or Scientist specializing in stormwater compliance to lead regulatory programs for municipal and utility clients. Qualifications

• Minimum degree in environmental science or related field.
• 15+ years of stormwater management or regulatory compliance experience.
• Proven expertise with MS4, NPDES permits and California Water Board requirements.
• Ability to lead audits, compliance evaluations and regulatory reporting.
• Client-facing technical representative with strong communication skills.
• Able to mentor staff and lead multidisciplinary teams.
• Remote work allowed with assigned Oakland or Walnut Creek presence.

Responsibilities

• Lead multidisciplinary compliance programs for municipal and utility clients.
• Develop regulatory strategies and advise on regulator interactions.
• Coach staff on project execution and deliverables quality.
• Grow client relationships and provide value through regulatory insight.
• Collaborate with project managers on scope development and risk management.
• Represent the company in external presentations and technical publications.
• Ensure work complies with health and safety protocols.
