Job summary

State of Vermont in Montpelier seeks an Environmental Analyst V for the Construction & Industrial Stormwater Permitting Section. This permanent, full-time role leads regulatory and outreach work across an assigned district, including technical reviews of CGP/INDC/MSGP and in-field EPSC guidance.

The position requires advanced education in a science/engineering field and relevant experience, with opportunities to testify in public hearings and shape permit guidance.

Qualifications

• Master's degree or higher in a science or engineering field and 1+ year experience in a natural resources field.
• Bachelor's degree in a science/engineering/environmental field with 2+ years in a natural resources field.
• Five years or more of experience in engineering/environmental/natural resources.

Responsibilities

• Perform advanced reviews of state stormwater discharge permits (CGP, INDC, MSGP).
• Provide on-site technical guidance and EPSC education at construction sites.
• Evaluate industrial stormwater controls and assist facilities in meeting permit requirements.
• Conduct inspections, track reporting, and contribute to enforcement actions.
• Represent the Section in hearings and legal proceedings as needed.
• Keep permits and guidance documents up to date and accurate.
