Job summary

The Administrative Office of the Courts (AOC) in Olympia seeks a Senior Staff Attorney to coordinate the legislative bill-review process and provide in-depth legal analysis of proposed legislation. You will prepare bill summaries and briefing materials and lead cross-divisional reviews.

The ideal candidate has a JD, Washington State Bar membership, and at least six years of relevant experience, with strong research, writing and communication skills and knowledge of the legislative process.

Qualifications

• JD from an accredited law school and membership in good standing with WSBA.
• Six (6) years of experience as a practicing attorney or in similar legal work.
• Strong legal research, writing and communication skills; knowledge of Washington legislative process preferred.

Responsibilities

• Coordinate internal legislative bill-review process and lead cross-divisional bill-review meetings.
• Lead the Legislative Screening Team reviewing bills for impacts on courts and the judicial branch.
• Assign bill reviews, track completion, quality and timeliness of reviews.
• Conduct expert legal analysis to identify statutory conflicts, operational impacts and fiscal considerations.
• Prepare bill summaries, impact analyses, and briefing materials for leadership.
• Collaborate with contract legislative liaison to prioritize review and ensure coordinated interpretation.
• Manage contract with a legislative tracking system vendor and provide user support.
• Staff the Board for Judicial Administration Legislative Committee with materials and meetings.
• Coordinate post-session implementation work, including rule changes and training needs.
• Provide legal analysis and research to judicial officers and committees as part of duties.
