Senior Speech Therapist– Hong Kong Children’s Hospital

Rank: Senior Speech Therapist.

Department/Hospital/Cluster: Child Assessment Service, Hong Kong Children’s Hospital (HKCH), Kowloon Central Cluster.

Pay: HK$97,787 to HK$143,298 (HGPS Point 34 to 44) per month including Monthly Allowance Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of contract subject to satisfactory performance.

Key Responsibilities:

Primary Function

To plan and manage the delivery of speech therapy services, lead corporate wide strategic development of the speech therapy profession and make critical decision in exceptional situations in order to achieve desired and optimal health outcomes.

Key Result Areas / Job Description

• Patient Care process

• Provide management, advice, timely decision and judgment to special clinical problems that are of different levels of difficulty and complexity.
• Act as consultants and expert advisors to other speech therapists and health disciplines on complicated and difficult cases.
• Develop and establish speech therapy care plans and services.
• Collaborate with other medical professionals for the identification, implementation and communication of appropriate and cost-effective service issues.
• Collaborate with other professionals and contribute in the development of multi-disciplinary healthcare programmes.

Other Professional Duties

• Formulate, lead and coordinate all activities related to speech therapy services in a cluster.
• Critically appraise literature of journals to promote and support evidence-based practice and clinical research.
• Lead the development of clinical guidelines and protocols based on best current evidence.
• Lead the innovation, advancements and improvements in speech therapy practice by introducing appropriate technology and systems to advance the speech therapy practice and clinical care process and managing the development and operation of the advanced practice.
• Establish and monitor the implementation of professional standard in speech therapy practice.
• Formulate training strategies and develop appropriate training and development programs to meet operational needs and enhance staff competencies.
• Give professional advice to public and other professionals.

Managerial and Administrative Duties

• Act as manager for the Speech Therapy service in a cluster to provide operational management for the service.
• Plan and develop the cluster service according to the strategic direction of HAHO.
• Manage and maximize the use of human resources in a cluster.
• Develop and monitor performance standards for the speech therapy service and contribute to the development of individuals and teams.
• Manage all systems related to speech therapy practice to ensure the provision of speech therapy services which meet all legal requirements and comply with all applicable policies, procedures, codes and standards of HAHO.
• Liaise with and advise HAHO and other professionals regarding provision of the service.
• Give advice on manpower planning need for corporate and institutions.
• Responsible for planning and commissioning of new facilities / centers / projects within and across clusters.
• Promote speech therapy services to both internal and external customers.
• Coordinate with tertiary training institutions on clinical attachment.

Quality and Risk Management

• Lead and conduct clinical audit, risk management and quality improvement initiatives.
• Monitor the performance of staff in the department to ensure compliance with the legal requirement, occupational safety and health requirements, established polices and practice standards.
• Maintain public accountability in speech therapy practice by developing, implementing and maintaining programs that improve the quality of speech therapy services.
• Handle and lead the team to overcome exceptional and crisis situations in the cluster.

Training and Development

• Continue education to keep abreast of the latest development of professional knowledge, technology and management skills.
• Plan and develop educational / training and development programs for speech therapy staff and other health professionals.

Entry Requirements

• A degree in Speech and Hearing Sciences from a local university or equivalent.
• A recognized Master degree or equivalent in the field of Speech Therapy or related subject.
• At least 10 years’ experience in hospitals or recognized health care institutions.
• (a) Grade E in English Language (Syllabus B) and Chinese Language in the Hong Kong Certificate of Education Examination, or equivalent; OR
• (b) Level 2 in English Language and Chinese Language in the Hong Kong Diploma of Secondary Education, or equivalent.
• Fluency in written English and Chinese as well as spoken English and Cantonese.
