Qualifications

• Graduation from an accredited four-year college or university.
• Three years of experience in project management, management analysis, business analysis, systems implementation, process improvement, or comparable special-project work.
• Three years of experience documenting business processes, system requirements, standard operating procedures, project plans, testing results, or other detailed work products.
• Three years of experience using Microsoft Office in a professional setting, including advanced use of Excel and experience with SharePoint.
• Three years of experience analyzing data and using the results to identify issues, evaluate performance, or recommend process improvements.
• Preferred: Experience developing automated workflows or business solutions using Power Automate, Power Apps, SharePoint workflows, or comparable low-code tools.
• Experience coordinating work among information technology staff, vendors, contractors, program staff, leadership, and other business stakeholders.

Responsibilities

• Plans, leads, and coordinates special projects involving new systems, technology solutions, automated workflows, and business processes.
• Develops project plans, defines scope and deliverables, coordinates resources, tracks milestones and risks, facilitates project meetings, communicates status, and follows issues through implementation and stabilization.
• Coordinates fiscal note tracking during the Texas legislative session in close collaboration with agency finance, budget, and Government and Stakeholder Relations staff.
• Maintains schedules and tracking tools, monitors deadlines and workflow status, supports users, coordinates issue resolution, and communicates with affected programs and project stakeholders to help ensure accurate and timely processing.
• Elicits, analyzes, validates, and documents business needs, functional requirements, work processes, decision points, roles, controls, and system requirements.
• Develops clear process maps, standard operating procedures, job aids, training materials, status reports, and implementation documentation that support shared understanding, consistent execution, and knowledge transfer.
• Develops user acceptance testing strategies, test plans, test cases, test data, and expected results for new or modified systems and workflows.
• Coordinates and executes testing with business users and technical partners; documents defects and outcomes; monitors corrections and retesting; and supports implementation readiness and post-implementation review.
• Collects, organizes, analyzes, and interprets operational and project data to evaluate performance, identify trends, measure results, and support decisions.
