Job summary

QinetiQ US (formerly Avantus Federal) seeks an experienced Force Structure and Resource Analyst to support USSPACECOM headquarters in Colorado Springs, CO. The role requires deep defense resource management and PPBE experience to deliver decision-ready products for senior leadership.

You will develop inputs for the PPBE process, analyze capability gaps, and coordinate across directorates to ensure alignment with space warfighting priorities. A TS/SCI clearance is required to perform this work.

Qualifications

• Bachelor’s degree in a relevant discipline (finance, economics, public administration, systems engineering, operations research, or related field)
• 10+ years in defense resource management, force structure analysis, or financial management at a joint HQ or OSW level
• Experience with the DoW PPBE process, including POM development, Program Review, and budget justification
• Capability gap analyses, requirements generation, and investment tradeoff studies for joint/Combatant Command priorities
• Strong written and oral communication; ability to produce high-quality briefings and staff packages under short deadlines
• Proficiency with classified systems (SIPRNet, JWICS) and DoW resource management tools
• Active Top Secret/SCI clearance required; #qinetiqclearedjob

Responsibilities

• Support and lead force structure and resource management across USSPACECOM’s J8 directorate
• Develop inputs to the PPBE process including POM submissions and budget exhibits
• Conduct force structure assessments and capability gap analyses to identify resourcing needs
• Coordinate resource planning across directorates, OSW, Joint Staff J8, and other commands
• Develop and present decision-ready resource products for senior leadership and external stakeholders
• Support the Requirements Generation process with JCTDs, JUONs, JEONs
• Integrate financial data into resource planning and monitor obligations against plans
• Maintain OPSEC and manage classification requirements (TS/SCI)
• Identify risks and alternatives; adapt plans as priorities evolve
• Utilize PBIS, SIPRNet, JWICS to manage planning materials
