Position Description
This is a flagship, enterprise-level technical leadership role within Revolutional’s Technology and Innovation Council (TIC)—a forward-leaning group of technology leaders that discover, test, and scale what’s next.
TIC members don’t just evaluate technology—they immerse themselves in it. Through hands‑on experimentation and rapid prototyping, they build breakthrough applications that translate innovation into real‑world advantage. The TIC unites an elite cohort of solution architects, data scientists, engineers, and technologists to turn bold ideas into scalable, mission‑accelerating solutions in either our Health or our National Security & Defense Business Units. Working hand‑in‑hand with our Business Development and Capture experts, you will leverage market insight and strong business acumen to architect differentiated, winning strategies. You will also drive growth by developing and presenting proofs of concept in customer engagements and representing Revolutional as a thought leader in Federal forums and industry conferences.

Responsibilities
- Develop proof‑of‑concept applications, demonstrations, and tools that showcase emerging technology capabilities to prospective customers
- Deliver persuasive technical demonstrations and presentations for customers and industry forums
- Respond quickly and confidently to customer questions
- Lead cross‑company teams through solutioning to win Federal opportunities, aligning stakeholders and incorporating diverse ideas
- Build custom applications and automation solutions to improve efficiency, scalability, and performance across existing projects
- Collaborate with cross‑functional teams, including engineers, architects, and business development staff, to deliver high‑quality solutions
- Create reusable technical content and artifacts to support proposal development and future pursuits
- Review, edit, and proofread technical proposal content to ensure accuracy, feasibility, and alignment with customer requirements
- Lead oral presentation teams to win Federal business
- Apply secure development and cybersecurity best practices across all development activities
Requirements
Baseline Requirements
- Bachelor’s degree in Computer Science or related field (or equivalent experience)
- Experience as a digital transformation/enterprise application development team leader, with hands‑on architecting, building, and delivering at least one major cloud‑based enterprise software system that represented a significant leap forward in customer sophistication, with a budget of $50+M, using modern DevSecOps principles
- 8+ years of hands‑on software development, architecture, and solution development experience
- Experience persuading customers to adopt new solutions using technology demonstrations and proofs of concept
- Experience in building solutions for either of the following areas, preferably with relationships with Federal CTOs, CIOs, or other leaders:
- Health IT: Areas including reclinical, translation and/or clinical research areas and associated data (e.g., molecular, genomics, clinical safety/efficacy etc.) or clinical care (e.g., EHR/EMR/claims etc.), supporting Federal health agencies such as CDC, CMS, HHS, FDA, NIH, SAMHSA
- National Security/Defense: Supporting Department of Homeland Security, Department of State, or Intelligence Community
- Strong analytical, communication, and writing skills, including experience developing technical approaches for Federal proposals, white papers, and social media posts
- U.S. Citizenship and ability to obtain and maintain a Public Trust (and DoW Secret or higher clearance preferred)
Technical Capabilities
- Experience using AI‑assisted code generation to build systems
- Strong resume demonstrating experience in a variety of enterprise technologies, with a focus on emerging technology experience
- Expert‑level experience in Python and other programming languages
- Hands‑on experience with at least two cloud platforms, including either Azure or AWS
- Experience building applications with at least one low‑code platform
- Experience designing and implementing data engineering solutions
- Familiarity with relational databases (e.g., MySQL), data lakes or data warehouses, and common data access patterns
- Familiarity with key governance domains, including data, AI, cloud, and security governance, as well as emerging areas such as citizen developer governance
- Experience working in at least one scaled Agile environment
- Understanding of unit testing frameworks (e.g., JUnit)
