Job summary

Blue Water Thinking seeks an experienced Senior Software Developer to lead backend and app-layer development for a VA-focused portfolio of ~10 custom applications (≈150 UI screens, 170k+ C# lines). You’ll architect secure Azure infrastructure, spearhead SSRS-to-Power BI migration, and modernize WebForms to ASP.NET Core within the VAEC framework.

You’ll guide junior developers, ensure compliance with VA ATO, and own data modeling with SQL Server.

Qualifications

• Bachelor's degree in Computer Science, Information Technology, or a related field (no equivalencies accepted).
• Prior experience supporting VA, VHA, or other federal agencies required.
• 8+ years of professional software development experience.
• Significant experience with Microsoft Azure Cloud Solutions including Databricks, Synapse, API Management, Azure Functions, Azure App Services, Azure Blob Storage, and Azure Monitor.
• Experience with ASP.NET Core, C#, T-SQL, Power BI, and Kendo UI.
• Proven experience leading software development projects and providing technical oversight.

Responsibilities

• Design, develop, enhance, and sustain the DMC custom-built application portfolio.
• Provide technical leadership for backend and application-layer development using .NET and Azure.
• Design, build, and maintain scalable, secure cloud infrastructure in Azure.
• Ensure applications are secure, stable, and compliant within VA umbrella ATO (FIPS 199 Moderate).
• Lead SSRS-to-Power BI migration.
• Lead WebForms-to-ASP.NET Core modernization within VAEC framework.
• Design and maintain complex relational SQL Server databases; create/modify objects with T-SQL.
• Maintain data dictionaries, metadata documentation, and report-to-data-source traceability.
• Manage enterprise-level data management toward Level 4-5 CMMI maturity.
• Ensure secure coding practices and support ATO remediation.
• Provide technical direction and code reviews to junior developers.
• Maintain all ATO artifacts.

Job Description:

We are seeking an experienced Senior Software Developer (.NET Core / Azure Cloud Solution) to provide technical leadership for backend and application-layer development of a portfolio of approximately 10 custom-built VA applications comprising roughly 150 UI screens and over 170,000 lines of C# code. As Senior Software Developer supporting our federal client, you will design, build, and maintain scalable and secure cloud infrastructure within Microsoft Azure, lead the SSRS-to-Power BI migration and WebForms-to-ASP.NET Core modernization within the VAEC framework, and ensure applications remain secure, stable, and compliant within the VA's active umbrella ATO (FIPS 199 Moderate). This role also provides technical direction and code review to junior developers and maintains all ATO artifacts.

Responsibilities:

• Design, build, and maintain scalable and secure cloud infrastructure within Microsoft Azure

• Lead SSRS-to-Power BI migration
• Lead WebForms-to-ASP.NET Core modernization within the VAEC framework
• Design and maintain complex relational SQL Server databases; create and modify database objects using advanced T-SQL
• Maintain data dictionaries, metadata documentation, and report-to-data-source traceability
• Manage and document enterprise-level data management practices toward Level 4-5 CMMI target operating maturity (formal appraisal not required)
• Ensure secure coding practices and support ATO vulnerability remediation
• Provide technical direction and code review to junior developers
• Maintain all ATO artifacts

Minimum Qualifications:

• Bachelor's degree in Computer Science, Information Technology, or a related field (no equivalencies accepted).
• Prior experience supporting the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), or other federal government agencies, either directly or through a federal government contractor, is required.
• 8+ years of professional software development experience.
• Significant experience with Microsoft Azure Cloud Solutions, including Databricks, Synapse, API Management, Azure Functions, Azure App Services, Azure Blob Storage, and Azure Monitor.
• Experience with ASP.NET Core, C#, T-SQL, Power BI, and Kendo UI.
• Proven experience leading software development projects and providing technical oversight.

Preferred Qualifications:

• Advanced Microsoft certifications
• Federal ATO/RMF experience

Compensation:

Salary for this position is determined by various factors, including but not limited to, location, the candidate’s particular combination of knowledge, skills, competencies, and experience, as well as contract specific affordability and organizational requirements. The proposed salary range for this position is outlined below.

Salary Range: $135,000 - $150,000.
